随着全球海洋问题日益凸显,海岸带的可持续发展成为当今重要议题之一。海岸带承载着人类生活、经济活动和生态系统的重要功能,其发展水平直接关系到沿海地区的繁荣和生态环境的健康。为了更好地推动海洋生态环境的修复与可持续发展,中国海洋发展基金会和厦门大学于2023年11月依托福建海洋可持续发展研究院(厦门大学)成立海岸带可持续发展能力建设实验室(以下简称“实验室”)。实验室作为多学科交叉平台,其核心团队重点研究成果--《“海丝”沿线国家海岸带可持续发展能力指数报告》已经连续三年面向全球发布,并将努力打造为“一带一路”建设服务的具有科学性、权威性、实用性的系列海洋公共产品。实验室将致力于多维度的工作,以海岸带可持续发展能力评价及提升研究和国际合作与培训为主要手段为海洋管理和政策制定提供科学支持,助力全球海洋命运共同体的建设。


实验室面向国家参与全球海洋治理需求,以完善国家级智库服务体系为长期建设目标,为国家和地方海洋管理部门提供战略与决策支持;聚焦区域海洋健康和保障海洋生态安全的重大需求,助力海上丝绸之路沿线及相关国家海岸带可持续发展能力的全面提升,助力全球海洋命运共同体的建设,推动蓝色伙伴关系的构建;引领自然与社会学科交叉、优势互补,推动海洋人文和社会科学的传承与开拓。


实验室的总体目标是建设成为国际知名的海岸带可持续发展能力评价与提升的研究中心,成为促进海上丝绸之路沿线海洋科技竞争中海洋政策、经济和文化等综合实力的提升及助推蓝色伙伴关系构建的重要品牌。

The sustainable development of coastal zones has emerged as a pressing topic due to the escalating challenges associated with ocean-related issues. Coastal areas play a pivotal role in supporting various aspects of human society, including everyday life and economic activities, and provide invaluable ecosystem services. Consequently, the development of these areas is crucial for the prosperity of coastal communities and the health of ecosystem. To better promote the restoration and sustainable development of ocean ecosystem, the China Oceanic Development Foundation and Xiamen University has jointly established a multidisciplinary platform - the Sustainable Coastal Development Capacity Building Lab (hereinafter referred to as the "SCD Lab"). A key initiative of the SCD Lab is the annual release of the Capacity Index of Sustainable Coastal Development for Countries along the Maritime Silk Road (hereinafter referred to as the "Capacity Index"). This Capacity Index, developed by core members of the SCD Lab, has been updated and released globally for 3 consecutive years. It is set to be developed into one of the scientifically robust, authoritative, and practical public products that underpin the Belt and Road Initiative. Apart from this initiative, SCD Lab will undertake various activities, with focus on capacity assessment and capacity building research for sustainable coastal development, as well as international cooperation and training. Through these endeavors, the SCD Lab aims to offer scientific support for ocean governance and policy-making processes, and to contribute to the construction of a maritime community with a shared future.


Specifically, the SCD Lab offers strategic and policy support for national and local ocean management, with the goal of supporting China's engagement in global ocean governance. Additionally, it tackles regional ocean health and ecosystem conservation challenges, by promoting sustainable coastal development capacity building for countries along the Maritime Silk Road and beyond, thereby fostering the construction of a maritime community with a shared future and forging blue partnership. The SCD Lab also targets towards advancing multidisciplinary researches by integrating the strengths of natural and social sciences to preserve marine culture and advance marine social sciences.


The overarching objective of the SCD Lab is to establish itself as a globally recognized research center specializing in capacity assessment and capacity building for sustainable coastal development. It strives to emerge as a prominent institution in fostering expertise in marine policies, marine economics, and marine culture; and an advocator for the formation of blue partnerships.
