2021年11月17日，“2021永续海洋论坛暨福建海洋可持续发展研究院学术委员会扩大会议”在厦门宾馆顺利召开。本次论坛主题为“碳中和与海岸带可持续发展”，由厦门大学、中国海洋发展基金会、福建省海洋与渔业局主办，福建海洋可持续发展研究院（厦门大学）（简称：福建海洋智库）承办，天津大学海洋科学与技术学院、海南热带海洋学院、厦门大学湾区（大鹏）规划与发展研究中心、厦门大学南海研究院、厦门大学海洋文明与战略发展研究中心共同协办。来自全国近三十个科研院所、政府部门的专家学者线上线下齐聚鹭岛，共同探讨实现“碳中和”战略目标的海洋与海岸带方案。

中国海洋发展基金会秘书长潘新春教授、福建省海洋与渔业局二级巡视员江和泉先生作为主办单位代表致开幕辞。厦门大学校长助理张建霖教授致欢迎辞，并宣读福建海洋智库领导班子名单。张教授感谢了智库各共建单位对共建协议精神的坚决贯彻、各涉海组织机构的大力支持及专家学者倾注的心血，“我期待海洋智库的专家们，给我们带来一场智慧的盛宴！”
“2021永续海洋论坛”聚焦碳中和背景下的海岸带可持续发展，探讨 “双碳”目标下社会经济发展、生态可持续发展、数字化转型等方面的机遇与挑战。论坛由福建海洋智库学术委员会副主任吕永龙教授主持。戴民汉院士、林伯强教授、翟永平博士、郭焦锋研究员、梁希教授、吕永龙教授分别围绕主题作了精彩演讲。
“福建海洋可持续发展研究院学术委员会扩大会议”于当天下午召开，福建海洋智库学术委员会副主任潘新春教授担任会议主持人。福建海洋智库院长薛雄志教授分享了智库现已取得的工作成果。随后，苏纪兰院士、曹玲副教授、张海文研究员、潘新春教授、邓颖颖研究员等专家就智库建设经验分享案例，各专家学者、与会单位代表也就智库的建设经验与未来的发展方向等开展热烈研讨。
此次会议进一步明晰了在福建建设的中国“海洋智库”——福建海洋可持续发展研究院（厦门大学）未来的发展路径。在11月13日闭幕的联合国气候变化格拉斯哥大会上，中国代表团表示将一如既往维护多边主义、推动多边进程，共建绿色“一带一路”，大力支持发展中国家绿色低碳发展，确保实现碳达峰、碳中和目标。而改善海洋与海岸带的综合管理，开发海洋负排放潜力，是实现碳中和目标的重要路径。福建海洋智库将发展自身特色、发挥学术优势、展现社会担当、彰显智库作用，加强与海洋相关管理部门和科研机构平台等的交流合作，助力提升海洋与海岸带应对气候变化的韧性，推动实现国家“双碳”目标。
On 17 November 2021, the Workshop on Sustainable Oceans 2021 themed with Carbon Neutrality and Sustainable Coastal Development was held in City Hotel Xiamen. The workshop was co-sponsored by Xiamen University (XMU), China Oceanic Development Foundation (CODF), Fujian Provincial Bureau of Ocean and Fisheries, organized by Fujian Institute for Sustainable Oceans (FISO) of XMU, and co-convened by School of Marine Science and Technology of Tianjin University, Hainan Tropical Ocean University, Research Centre for Coastal Bay Planning and Development (Dapeng) of XMU, South China Sea Institute of XMU and Research Center for Marine Civilization and Strategic Development of XMU. Experts and scholars from nearly 30 research institutes and government departments across China joined the online and offline venues to discuss marine and coastal solutions for carbon neutrality.
Prof. Pan Xinchun, Secretary General of CODF, and Mr. Jiang Hequan, Lv. II Counsel of Fujian Provincial Bureau of Ocean and Fisheries delivered opening speeches as representatives of the organizers. Prof. Zhang Jianlin, Assistant to the President of XMU, delivered a welcome speech and announced the official list of the leadership team of FISO. Prof. Zhang thanked FISO’s co-establishers for their dedication to the construction of FISO, strong support from various ocean-related organizations and the contribution of the experts and scholars, “I look forward to a workshop filled with oceanic wisdom!”
The Workshop on Sustainable Oceans 2021 focused on the sustainable coastal development in the context of carbon neutrality, explored the opportunities and challenges of socio-economic development, ecological sustainability and digital transformation towards the carbon peaking and carbon neutrality goals. The workshop was hosted by Prof. Lu Yonglong, Vice-chair of FISO’s Academic Committee. Academician Dai Minhan, Prof. Lin Boqiang, Dr. Zhai Yongping, Researcher Guo Jiaofeng, Prof. Liang Xi and Prof. Lu Yonglong delivered speeches and shared valuable insights on the theme.
