在“中国-东盟海上合作基金项目”实施基础上，福建海洋可持续发展研究院所倾力打造的“中国-东盟海岸带可持续发展能力建设与交流平台”（简称“平台”）致力于中国、东盟乃至全球政府官员和相关科研人员的海洋与海岸带可持续发展能力建设。平台在培训专门人才的同时，也分享学员们带来的他国的、他地区的先进经验，达到相互交流、共同进步的目的。另外，紧密结合课堂理论学习，平台立足于厦门成功的海岸带综合管理模式，开发了相关的案例研究，对厦门海岸带综合管理示范点成功经验进行了专业总结。

自2019年以来，平台共举办了八次国际培训，分别是2019年6月的“制定和实施海洋功能区划”、2019年11月的“海岸带可持续发展高端培训”、2021年的“海岸带综合管理与海洋空间规划——东亚地区的海洋与海岸带可持续发展”、2022年6月的国际海岸带可持续发展能力建设线上培训、2023年6月的“海洋空间规划高级研修班”、2023年12月的“海洋与海岸带空间规划高级研修班”，2024年5月的海洋空间规划高级研修班，及2024年7月的印尼海洋空间规划高级研修班共吸引了来自巴布亚新几内亚、东帝汶、菲律宾、柬埔寨、马达加斯加、马来西亚、孟加拉、缅甸、莫桑比克、日本、泰国、文莱、印度、印度尼西亚、越南、中国等国家的280余名政府官员、组织机构成员和专家学者参加。

The SCD Program is dedicated to capacity building of government officials and researchers across the world in the field of ocean and coastal sustainable development. In addition to theoretical and technological trainings, the Program invites participants to share best practices and proven methods through case studies from various countries and regions. The Program has also developed case studies based on the successful Xiamen ICM model, paired with a field trip to Xiamen ICM sites, to further demonstrate theories and technologies learned.

The Program has sponsored 8 international non-degree training programs since 2019. They are: Regional Training Workshop on CUZ, Study Tour for Sustainable Coastal Development, ICM and MSP: Moving Beyond Planning for Sustainable Development of Coastal and Marine Areas in the East Asian Region, Virtual Training Program for Sustainable Oceans 2022, Marine Spatial Planning Study Tour 2023, Coastal and Marine Spatial Planning Training Workshop,MSP Training Workshop in 2024 and the Training Workshop for Joint Marine Spatial Planning Project in the Balikpapan Bay Area. The events have attracted around 280 of government officials, members from various organizations and institutions, and scholars from Bangladesh, Brunei, Cambodia, China, India, Indonesia, Japan, Madagascar, Malaysia, Mozambique, Myanmar, Papua New Guinea, Philippines, Thailand, Timor-Leste, and Vietnam.
