印尼海洋空间规划高级研修班在厦顺利举办
Training Workshop for Joint Marine Spatial Planning Project in the Balikpapan Bay Area Was Held in Xiamen

2024年7月9日至15日,印尼海洋空间规划高级研修班在厦门顺利举办。本次研修班由中国海洋发展基金会指导,印尼海洋事务与渔业部、福建海洋可持续发展研究院(厦门大学)(以下简称:闽海院)共同主办。由观察员印尼海洋事务与渔业部海事与海洋空间管理局局长Victor Gustaaf Manoppo先生、部长高级顾问Dyah Erowati女士、海洋空间规划局执行主任Suharyanto先生、海洋空间规划局海洋使用许可团队负责人Muhandis Sidqi先生,印尼楠榜省政府秘书长Fahrizal Darminto先生和茂物农业大学海洋与海岸带资源研究中心主任Yonvitner教授共同率领,来自印尼海洋事务与渔业部及印尼各级政府的涉海官员和相关科研机构的科研人员共计26人参加了此次研修班。

研修班开幕式在厦门宾馆举行,随后进行的专题讲座涵盖了海洋空间规划的概念、技术及经验分享。中国海洋发展基金会副理事长、秘书长潘新春教授首先介绍了中国海洋空间规划的实践与成就,展望了海洋空间规划与“一带一路”倡议的融合前景,以促进区域海洋合作。同时他还介绍了基金会海上丝路项目的合作模式,强调合作共赢理念,并表达了与印尼分享经验、共同推进巴厘巴板湾项目的意愿,以助力印尼海洋的可持续发展;福建海洋研究所副研究员、闽海院特约研究员孔昊博士阐述了海洋空间规划中的陆海统筹策略,向学员们展示了海岸带空间规划的重要性及其在缓解海岸带环境压力方面的关键作用。通过福建省海岸带规划案例,生动诠释了海岸带空间规划在实现区域可持续发展中的价值;厦门大学环境与生态学院教授、闽海院副院长张增凯教授讲解了海洋经济的定义与评估方法,强调海洋经济在支持可持续发展中的关键作用,包括其对国家经济发展的影响,探讨了中印尼两国在海洋经济方面的挑战,以及如何通过海洋空间规划来解决这些挑战。

除讲座之外,闽海院与印尼方相关代表还就印尼新首都所在的巴厘巴板湾海洋空间规划合作项目进行了深入的研讨。印尼方代表印尼海洋事务与渔业部高级管理官员Abdi Tunggal Priyanto博士首先就印尼巴厘巴板湾海洋空间规划合作项目进展作了汇报。Abdi博士提到,巴厘巴板湾在新首都的宏伟蓝图中占据举足轻重的战略地位,当前印尼正积极推进巴厘巴板湾海洋空间规划项目,旨在加速蓝色经济的蓬勃发展,为新首都的可持续发展注入强劲动力。巴厘巴板湾海洋空间规划目前正面临一系列的挑战,下一步构想是借鉴中国经验,结合巴厘巴板湾的实际情况,细化项目的阶段性任务与进度安排。

立足于中国海洋功能区划的经验,结合之前率团队赴巴厘巴板湾的实地考察与了解,闽海院院长薛雄志教授对巴厘巴板湾的海洋空间规划提出了独到的见解:倡导“以海定陆”的规划理念,在经济发展与生态保护之间寻求和谐共生;在规划中充分考量渔村经济结构的转型升级,以促进其可持续发展;高度重视航道规划的科学性与合理性,为新首都打造便捷高效的交通枢纽;加大对农业污染源头的管控力度,维护海洋环境的清洁与健康。印尼嘉宾对此表示高度认同且受益匪浅。此外,闽海院团队还就巴厘巴板湾海洋空间规划的一些关键内容及技术问题进行了汇报和探讨:科研助理林榆展示了巴厘巴板湾海洋空间规划项目的技术路线及海洋功能区划的初步方案,博士生张卓航对前期踏勘调研中发现的用海矛盾作了梳理,博士生姜玉峰介绍了巴厘巴板湾海岸带韧性评估方案,博士生付伊秋对印尼海岸带可持续发展指数作了讲解汇报以作为数据处理技术参考。

随着研修班步入尾声,学员们还前往曾厝垵参观渔村改造现状,并实地踏勘了观音山沙滩、五缘湾、西海域、筼筜湖等厦门海岸带综合管理(ICM)主要示范点。结合薛雄志教授对厦门ICM近三十年历程的详细介绍,学员们直观地了解到海洋空间规划在平衡海洋环境保护与经济发展中所发挥的重要作用,对巴厘巴板湾海洋空间规划的重点与长远目标有了更为清晰的认识。

在研修班闭幕式上,Victor先生、薛雄志教授及Dyah女士、Suharyanto先生分别为每位研修班学员颁发了培训证书并表示祝贺,薛雄志教授还代表主办方向每位观察员和学员赠送了礼物。之后,Victor先生为本次研修班致闭幕词。Victor先生表示,巴厘巴板湾拥有丰富的海洋与海岸带资源,但同时也面临着人类活动所造成的干扰与威胁,而巴厘巴板湾对于印尼新首都努桑塔拉具有重要的战略意义,因此,施行海洋空间规划与海岸带综合管理迫在眉睫。他指出,本次研修班是印尼海洋事务与渔业部和闽海院在海洋空间规划领域合作项目的内容之一,有力地促进了印尼海洋事务与渔业部与闽海院在海岸带综合管理和海洋空间规划领域的交流,同时也为中印尼两国政府G2G协议框架下的合作和可持续发展目标的实现作出了贡献。

本次研修班的顺利举办意义深远,不仅为双方提供了一个宝贵的知识交流和学术研讨平台,促进了海洋与海岸带空间规划领域的专业技能和先进理念的共享,而且加深了对海洋经济发展和资源环境可持续管理的共识。同时,双方在研讨中逐步完善具体合作方案,有望于年内签署正式技术执行协议,这也是闽海院在助力印尼新首都建设的海洋空间规划顶层设计方面又迈出的重要一步。展望未来,我们期待能够继续深化合作,携手应对全球性海洋挑战,为实现海洋可持续发展和人类命运共同体的构建贡献力量。

From July 9 to 15, 2024, the Training Workshop for Joint Marine Spatial Planning Project in the Balikpapan Bay (hereinafter the Training Workshop) was held in Xiamen, China. It was co-organized by Ministry of Marine Affairs and Fisheries (MMAF) of Indonesia and Fujian Institute for Sustainable Oceans (FISO) of Xiamen University, under the supervision of China Oceanic Development Foundation (CODF). A delegation of 26 participants consisting of maritime officials from MMAF and various levels of government as well as researchers from related institutions of Indonesia attended the event, led by Mr. Victor Gustaaf Manappo, Director General of Maritime and Marine Spatial Management, Ms. Dyah Erowati, Senior Adviser for Minister of MMAF, Mr. Suharyanto, Acting Director of Marine Spatial Planning, and Mr. Muhandis Sidqi, Head of Team of Marine Utilization and Licensing, Directorate of Marine Spatial Planning from MMAF, Mr. Fahrizal Darminto, Secretary of the Lampung Provincial Government, and Prof. Yonvitner, Director of Center for Coastal and Marine Resources Studies of IPB University.


The opening ceremony was held in Xiamen City Hotel, followed by lectures on theoretical studies, technologies and experience sharing on MSP. The first lecture, delivered by Prof. Pan Xinchun, Vice President and Secretary General of CODF, introduced the practices and achievements of MSP in China, and the prospects of collaboration with "Belt and Road" countries in related fields to accelerate regional maritime cooperation. He also shared the Maritime Silk Road Project emphasizing cooperation and mutual benefits, and expressed the willingness to share experience and jointly promote the MSP Project in the Balikpapan Bay area, to contribute to the sustainable coastal development in Indonesia. The lecture from Dr. Kong Hao, Associate Researcher of Fujian Institute of Oceanography and  Special Joint Researcher of FISO, briefed the land-sea integration concept in MSP, and explained the importance of coastal spatial planning and its role in addressing the coastal environmental pressure as well as pursuing regional sustainable development through the case study of coastal spatial planning in Fujian Province. Prof. Zhang Zengkai of College of the Environment and Ecology and the Vice Dean of FISO, then shared the definition of marine economy and its evaluation methods. He highlighted the key role of marine economy in supporting sustainable development and its impact on national economy development. In his lecture, he also discussed the challenges faced in marine economy for both China and Indonesia, and how MSP could be applied to address them.


Besides the thematic lectures, FISO and the Indonesian delegation had an in-depth discussion on the Joint MSP project in Balikpapan Bay area. Dr. Abdi Tunggal Priyanto, Senior Officer from MMAF, first briefed the progress of the joint MSP project. He highlighted that Balikpapan Bay, as a buffer area, plays a pivotal role in the development of the new capital city IKN. The Indonesian government is actively promoting the joint MSP project in the Balikpapan Bay area, aiming to accelerate the blue economy development and eventually facilitating the sustainable development of IKN. However, the project is currently facing various challenges. It is imperative to devise a more comprehensive plan incorporating the thorough analysis of the existing conditions of the Balikpapan Bay area while drawing on China’s experience in MSP.


Based on China’s marine functional zoning experience as well as the field survey in Balikpapan Bay area, Prof. Xue Xiongzhi, Dean of FISO, offered forward-thinking insights into the MSP in Balikpapan Bay, that is to embrace the concept of developing land spatial planning based on marine spatial planning, and seek a balance between economy development and ecological protection; to take full account of the transformation and upgrading of the economic structure of fishing villages for their sustainable development; focus on scientific and rational planning of waterways to create a convenient and efficient transportation hub, and; strengthen the control of agricultural pollution sources to maintain the health of ocean. The Indonesian delegation highly acknowledged these ideas and agreed that they will benefit the MSP in Balikpapan Bay area. In addition to this, the FISO team also brought up key points and technical issues of the joint MSP project for discussion. Among them, Research Assistant Ms. Lin Yu, presented the technical roadmap of the joint MSP project as well as a preliminary marine functional zoning plan; Mr. Zhang Zhuohang, Ph.D. student, summarized the sea use conflicts discovered during the field survey; Mr. Jiang Yufeng, Ph.D. student, introduced the ecological resilience assessment for the Balikpapan Bay area; Ph.D. student Ms. Fu Yiqiu, showed the evaluation result and methodology of Indonesia in the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road, which is an annually released report by CODF and FISO, as a case study for data processing for the joint MSP project.


As the Training Workshop drew to a close, the delegation also visited Zeng Cuo An Village to see this popular tourist attraction which is transformed from a fishing village. They also had field visits to several integrated coastal management (ICM) demonstration sites in Xiamen, including Guanyinshan Beach, Wuyuan Bay, the West Sea Area and Yundang Lake. With an informatic introduction to 30-year journey of Xiamen ICM from Prof. Xue Xiongzhi, the field visits enabled the participants to gain a profound understanding on how MSP can contribute to balance the marine environmental protection and economy development, providing insights to address the core issues in the MSP for Balikpapan Bay area as well as its long-term development goals.


In the closing ceremony of the Training Workshop, Mr. Victor, Prof. Xue Xiongzhi, Ms. Dyah and Mr. Suharyanto presented training certificates to each participant. Prof. Xue presented a special gift to each observer and participant on behalf of the organizer. After that, Mr. Victor delivered the closing remarks for the training workshop. Mr. Victor said that while Balikpapan Bay owns rich marine and coastal resources, it is also facing significant pressures and threats caused by human activities. Since Balikpapan Bay is of great strategic significance for the new capital of Indonesia - IKN, it is urgent to implement MSP and ICM in this area. He pointed out that this training workshop, as a capacity building event between MMAF and FISO on MSP collaboration for the Balikpapan Bay area, has effectively promoted the exchanges between MMAF and FISO on MSP as well as ICM. It has contributed to the cooperation between the two governments under the G2G agreement and the pursuant of Sustainable Development Goals.


The successful organization of the Training Workshop provided a great opportunity between the two sides for knowledge and experience exchange, which effectively promoted the sharing of technologies and concepts in marine and coastal spatial planning, as well as fostering consensus on developing blue economy for sustainable development in resources and the environment. Through the seminars, the collaboration plan between the two sides is elaborated with a Technical Activities Arrangement expected to be signed within this year, marking a firm step of FISO in supporting the MSP for the Balikpapan Bay area where the new capital city of Indonesia locates. Looking ahead, we are expecting a deepened collaboration between the two sides to jointly addressing global marine challenges, and contributing to the goals of sustainable marine development as well as the construction of a community with a shared future.
