依托厦门大学的科研力量与教学资源，厦门大学于2019年正式启动了“中国-东盟海上合作基金”资助的“中国-东盟海岸带可持续发展能力建设与交流平台构建”项目。项目负责人为薛雄志。该项目目标为构建中国-东盟地区高端海岸带可持续发展管理人才培育基地，为东盟地区海岸带管理人员提供学位培训和非学位培训，推动中国与东盟国家的交流与合作，分享高等教育资源和海岸带管理技术与经验。具体活动包括：
构建高端海洋培训平台，定期组织综合海洋经济、海洋污染防治、海洋防灾减灾、海上救援、海洋资源保育、海洋政策与法律等领域的高端海岸带综合管理培训，分享陆海统筹的海洋管理经验，促进东盟地区的海岸带可持续发展；
基于已有教学项目和资源，设立项目奖学金，进一步扩大面向东盟国家的研究生招生规模，提升东盟地区海洋管理人员的综合素质与管理能力，为东盟地区国家培育未来的高层次海洋管理力量；
增进中国与东盟国家在海洋管理领域的交流与合作，营造区域和谐发展的良好氛围，并依托培训平台建立与东盟国家长期有效的学术交流与合作机制；
通过培训教育，尤其是利用厦门等沿海城市业已取得的海岸带可持续发展成就作为成功案例，将我国在海岸带管理的先进管理技术推介到东盟国家，与东盟国家共赢发展，切实推动“21世纪海上丝绸之路”的建设与发展。
Taking full advantage of the education resources and scientific research strength at Xiamen University, the Capacity Building Program for Sustainable Coastal Development (SCD Program) was officially launched in 2019. It aims at building a high-leveltraining base for talents of sustainable coastal management by offering both degree and non-degree programs, promoting communication and cooperation as well as sharing the higher education resources and sustainable coastal management methods and approaches. The SCD Program seeks to:
• Build a high-level training platform for marine management, and conduct trainings on the fields of marine economy, marine pollution control, marine disaster prevention and mitigation, sea rescue, marine resources conservation, marine policy and law, etc. to share skills and approaches of sustainable coastal management as well as experience of Xiamen and other coastal cities in China for a sustainable coastal development.
• Initiate the SCD Scholarship to support international students to pursue higher education in Xiamen University, contribute to enhance the comprehensive quality and management capacity of maritime professionals and cultivate high-level talents on marine management.
• Promote communication and cooperation on marine management between China and countries along the 21st Century Maritime Silk Road, create a sound and friendly atmosphere for harmonious development and establish a long-term mechanism for academic communication.
