2023年6月11日-17日,2023海洋空间规划高级研修班在厦门顺利举办。本次研修班由中国海洋发展基金会支持,厦门大学福建海洋可持续发展研究院(以下简称闽海院)与联合国海洋十年项目——“融通科学、管理和社会参与:助力海岸带可持续发展”(Coastal-SOS)项目共同承办,以“海洋空间规划促进海岸带可持续发展”为主题。马来西亚瓜拉登嘉楼市市长Rosli Bin Latif带领的29位来自马来西亚的政府官员、专家学者参加了此次研修班。

中国海洋基金会副理事长兼秘书长潘新春,马来西亚登嘉楼大学海洋与环境研究院院长Mohd Fadzil教授,厦门大学副校长江云宝教授出席研修班开幕式并致辞。潘新春教授强调,中国政府十分重视海洋保护,出台的一系列关于加强海洋保护的政策措施,推动了中国海洋生态环境快速好转。马来西亚在海洋保护与发展蓝色经济等方面也取得积极成绩,双方可以交流互鉴,相互支持,共同前行;Mohd Fadzil教授表示,中国的快速发展令他印象深刻,希望中马双方能在更多领域开展合作。由中国海洋发展基金会支持、闽海院和登嘉楼大学海洋与环境研究院合作的马来西亚海洋空间规划合作项目目前已取得阶段性成果,希望能够与厦门大学、与中国在海洋可持续发展领域进行长期合作;江云宝教授代表厦门大学对远道而来的马来西亚学员们表示热烈欢迎。他指出,2023年是习近平总书记提出共建“一带一路”倡议10周年,也是中国加入《东南亚友好合作条约》20周年,中国东盟合作面临新的机遇。中国与马来西亚自1974年建交以来,不断拓展和深化双边关系,给双方带来诸多利益,也为促进两国的繁荣与进步发挥了重要作用。双方通过“一带一路”倡议的对接,将继续拓展在海洋可持续发展、海洋科技、海洋学科高等教育等领域的合作。

在为期7天的研修班活动中,潘新春教授、闽海院院长薛雄志教授和国家海洋技术中心海洋资源保护利用研究院副院长滕欣研究员分别带来了精彩的讲座,通过理论学习、案例分析等详细介绍了海洋空间规划在海洋保护与利用中的屏障作用、海洋空间规划技术方法、全球海洋空间规划实施情况、中国的海洋空间规划体系、海洋空间规划与海岸带综合管理的耦合作用等,并与学员展开了热烈的交流与讨论。此外,薛雄志教授和Coastal-SOS项目办公室主任罗亚威教授还分别就闽海院和Coastal-SOS项目进行了介绍。

除讲座学习之外,结合薛雄志教授对厦门海岸带综合管理(ICM)近三十年历程的详细介绍,学员们还实地踏勘了筼筜湖、黄厝海滩、观音山沙滩、五缘湾湿地公园、高集海堤等厦门ICM主要示范点,直观地了解到了海洋空间规划在平衡海洋环境保护与经济发展中所发挥的重要作用,更加坚定了在马来西亚瓜拉登嘉楼和瓜拉尼鲁斯推行海洋空间规划的决心。此外,研修班期间,来自马来西亚的学员们与闽海院团队还就马来西亚海洋空间规划合作研究项目、“海丝”沿线国家海岸带可持续发展能力指数项目进行了研讨。

在研修班闭幕式上,Rosli先生和薛雄志教授分别致闭幕辞。Rosli先生对闽海院组织本次活动、对中国海洋发展基金会为本次研修班提供的支持、对薛雄志教授及闽海院团队为保障本次研修班的顺利开展所做的各项工作表示衷心的感谢。他表示,通过本次研修班,学员们对海洋空间规划有了更加深入和全面的了解,厦门市三十年海岸带综合管理的举措和成效对登嘉楼市开展海洋空间规划工作具有十分重要的启示意义,希望中马双方能够继续在马来西亚登嘉楼海洋空间规划的旅程中紧密合作。薛雄志教授对从马来西亚远道而来参加此次海洋空间规划高级研修班的各位嘉宾表示感谢。他指出,本次研修班对闽海院同样是一个宝贵的学习机会。中马双方拥有共同的目标,即环境和人类的和谐发展,在发展经济的同时,可持续地利用海洋、保护海洋。正是因为这样的共同愿景,让大家齐聚厦门。海洋空间规划是一项长期的工作,相信有登嘉楼各级政府部门的支持,决策者和科研工作者的紧密合作,马来西亚海洋空间规划合作研究项目必将取得成功。

海洋空间规划是协调生态环境保护与用海活动需求、实现可持续发展目标的过程,是沿海国家开展海洋空间治理、优化资源配置和推动蓝色经济发展的重要抓手。中国在海洋空间规划方面有着较为健全的法律制度、先进的技术方法、丰富的实践经验,可以为“海丝”沿线国家和岛屿国家提供借鉴。本次研修班加深了中国与马来西亚在海洋领域的相互了解,将进一步推动两国在“一带一路”框架下的合作,共同推进区域海洋空间规划的制定和实施。
From June 11th to 17th, the Marine Spatial Planning Study Tour 2023 (referred to as “Study Tour”) was held in Xiamen. The Study Tour, themed with Marine Spatial Planning (MSP) for Sustainable Coastal Development and supported by the China Oceanic Development Foundation (CODF), was co-organized by the Fujian Institute for Sustainable Oceans (FISO) of Xiamen University and the “Coastal Zones Under Intensifying Human Activities and Changing Climate: A Regional Programme Integrating Science, Management and Society to Support Ocean Sustainability” (Coastal-SOS, a project endorsed by the United Nations Decade of Ocean Science for Sustainable Development). Twenty-Nine government officials, experts, and scholars from Malaysia, led by Mr. Rosli Bin Latif, the Mayor of Kuala Terengganu, participated in the Study Tour.
Prof. PAN Xinchun, Vice Chairman and Secretary-General of CODF, Prof. Mohd Fadzil, Dean of the Institute of Oceanography and Environment at Universiti Malaysia Terengganu (INOS, UMT), and Prof. JIANG Yunbao, Vice President of Xiamen University (XMU), attended the opening ceremony and delivered speeches. Prof. PAN Xinchun stated that the Chinese government attaches great importance to marine conservation and has implemented policies and measures to strengthen marine protection, leading to significant improvements in China's marine ecological environment. Malaysia has also achieved remarkable results in marine conservation, blue economy development, and other aspects. The two countries should actively engage in knowledge sharing and mutual support to march ahead together. Prof. Mohd Fadzil said that he was greatly impressed by China's rapid development and hoped that China and Malaysia could explore cooperation opportunities in more areas. The Malaysia Marine Spatial Planning Project (MMSP Project), supported by CODF in collaboration with FISO and INOS, has achieved several milestones. Based on this project, he hoped that the two sides could establish long term partnership in sustainable coastal development. Prof. JIANG Yunbao, on behalf of XMU, extended a warm welcome to the Malaysian delegates. He pointed out that 2023 marks the 10th anniversary of President Xi Jinping's proposal to jointly build the Belt and Road Initiative and the 20th anniversary of China's joining the Treaty of Amity and Cooperation in Southeast Asia, and there are many more new opportunities for China-ASEAN cooperation to come. Since the establishment of diplomatic relations in 1974, China and Malaysia have continuously expanded our bilateral relations, bringing benefits to both sides and playing an important role in promoting the prosperity and progress of the two countries. Under the framework of the Belt and Road Initiative, both parties will further expand cooperation in the areas of sustainable coastal development, marine technology, and higher education in marine sciences.
During the 7-day Study Tour, Prof. PAN Xinchun, Prof. XUE Xiongzhi, Dean of FISO, and Prof. TENG Xin, the Deputy Director of the Department of Marine Resource Protection and Utilization Research at the National Ocean Technology Center (NOTC), Ministry of Natural Resources (MNR), P. R. China, delivered inspiring lectures. Through theoretical study and case analysis, they provided detailed presentations on the role of MSP in marine conservation and utilization, techniques and methods of MSP, MSP development in global level, MSP in China, and the coupled effect of MSP and integrated coastal management (ICM). The sessions also involved lively exchanges and discussions among the participants, facilitating an interactive learning experience. Besides the lectures, Prof. XUE Xiongzhi introduced FISO, and Prof. LUO Yawei, the Director of the Coastal-SOS International Project Office, provided an overview of the Coastal-SOS project for the participants.
In addition to in-class learnings, the participants had the opportunity to visit key ICM demonstration sites in Xiamen, including Yundang Lake, Huangcuo Beach, Guanyinshan Beach, Wuyuan Bay Wetland Park, and Gaoji Seawall. These visits, combined with Prof. XUE Xiongzhi's detailed introduction to the 30 years of ICM in Xiamen, provided the participants with firsthand experience and a visual understanding of the significant role that MSP plays in balancing marine environmental protection and economic development. This experience further strengthened their determination to promote MSP in Kuala Terengganu and Kuala Nerus, Malaysia. Additionally, during the Study Tour, the Malaysian delegates engaged in discussions and workshops with the FISO team on the MMSP Project and the Capacity Index of Sustainable Coastal Development project.
At the closing ceremony of the Study Tour, Mr. Rosli and Prof. XUE Xiongzhi delivered their closing remarks. Mr. Rosli expressed his gratitude to FISO for organizing the program, CODF for their support, as well as Prof. XUE Xiongzhi and the team from FISO for their efforts in ensuring the smooth implementation of the Study Tour. He stated that through this program, the delegates gained immersed and comprehensive understanding of MSP. The achievements of the 30-year ICM in Xiamen provide valuable insights for implementing MSP in Kuala Terengganu. He expressed his hope for continued close cooperation between China and Malaysia in the journey of MSP in Kuala Terengganu. Prof. XUE Xiongzhi expressed his gratitude to all the distinguished guests who traveled from afar to participate in this Study Tour. He pointed out that this Study Tour was also a valuable learning opportunity for FISO. Both China and Malaysia share a common goal of harmonious development of the environment and humanity, utilizing and protecting the ocean sustainably while promoting economic development. It is this shared vision that brought everyone here in Xiamen. MSP is a long-term endeavor, and with the support of authorities in Kuala Terengganu, as well as the close cooperation between decision-makers and researchers, the MMSP Project is bound to succeed.

MSP is the process of coordinating the demands of ecological environmental protection and maritime activities for sustainable development. It serves as a crucial tool for coastal nations to carry out marine spatial governance, optimize resource allocation, and promote the development of the blue economy. China has sound legal framework, advanced technological methods, and rich experience in MSP, which can provide valuable references for countries along the Maritime Silk Road. The Study Tour has furthered mutual understanding between China and Malaysia in the field of sustainable ocean and coastal development, and will promote cooperation between the two countries within the framework of the Belt and Road Initiative. Together, we will strive to advance the establishment and implementation of regional marine spatial planning schemes.
