海洋与海岸带空间规划高级研修班在厦顺利举办

2023年12月3日至10日,海洋与海岸带空间规划高级研修班在厦门顺利举办。本次研修班由中国海洋发展基金会指导,印度尼西亚海洋事务与渔业部、厦门大学福建海洋可持续发展研究院(以下简称:闽海院)共同主办,联合国海洋十年项目——Coastal-SOS项目协办,以“海洋空间规划助力海岸带可持续发展与蓝色经济”为主题。由印度尼西亚海洋事务与渔业部部长高级顾问Dyah Erowati女士、海洋空间与海洋管理规划总局秘书长Kusdiantoro先生、海洋事务与渔业部海洋空间规划执行主任Suharyanto先生带队的34位来自印尼海洋事务与渔业部及印尼各级政府的涉海官员、科研工作者参加了此次研修班。

研修班开幕式在厦门宾馆举行,随后进行的是专题讲座部分,通过理论学习、案例分析等介绍海洋空间规划的概念、技术并分享相关经验。中国海洋发展基金会副理事长、秘书长潘新春教授首先向研修班学员详细介绍了中国海洋空间规划的发展历程、所取得的成就及与“一带一路”国家在海洋空间规划领域所开展的交流与合作情况等,并表示将全力支持印尼的海洋空间规划工作开展;闽海院院长薛雄志教授则详细介绍了海洋空间规划如何促进海洋保护与海洋资源可持续利用,总结了海岸带综合管理与海洋空间规划的概念和相互促进作用,并分享了实践案例,学员们纷纷表示受益匪浅;闽海院访问学者、马来西亚登嘉楼大学商业经济与社会发展学院副院长Nazli Bin Aziz副教授向研修班学员分享了闽海院与马来西亚登嘉楼大学合作的马来西亚瓜拉登嘉楼-瓜拉尼鲁斯海洋空间规划合作研究案例,为学员们介绍了这两个区域海洋空间规划的编制过程与阶段性成果,以及在政策法规、空间规划冲突、气候变暖、利益相关方参与方面遇到的挑战与机遇;中交水运规划设计院有限公司高级工程师刘玉龙先生介绍了斐济海洋空间规划及蓝色经济发展的相关案例,详细讲解了在斐济推行海洋空间规划项目的优势,对其当前的情况和面临的问题做出总结,分享了斐济海洋空间规划项目战略目标及未来规划和愿景,并与学员展开了热烈的交流与讨论;福建海洋研究所副研究员、闽海院特约研究员孔昊博士则对中国海岸线的界定方式与相关技术进行了介绍。

除讲座之外,闽海院与印尼方相关代表还就印尼新首都所在巴厘巴板湾的海洋空间规划合作项目展开研讨。印尼方代表向中方介绍了在巴厘巴板湾实施海洋空间规划的重要意义,并详细介绍了巴厘巴板湾的自然与社会经济现状,初步判断该地区应用海洋空间规划管理海域使用面临的主要问题:缺乏具体的、可应对开发带来的海域生态环境破坏问题的海陆统筹策略及实施路径。随后双方就下一步规划、可借鉴的中国海洋空间规划经验等议题进行了深入讨论。

随着研修班步入尾声,学员们还实地踏勘了五缘湾、观音山海滩、筼筜湖、下潭尾红树林湿地公园等厦门海岸带综合管理(ICM)主要示范点,结合薛雄志教授对厦门ICM近三十年历程的详细介绍,直观地了解海洋空间规划在平衡海洋环境保护与经济发展中所发挥的重要作用,对明晰巴厘巴板湾海洋空间规划的重点与目标助益良多。

在研修班闭幕式上,印尼海事与投资协调部海洋与海岸带管理常务负责人Yogi Yanuar先生和薛雄志教授分别致闭幕辞。Yogi Yanuar先生对闽海院组织本次活动、对中国海洋发展基金会为本次研修班提供的指导、对薛雄志教授及闽海院工作人员为保障本次研修班的顺利开展所做的各项工作表示衷心的感谢,同时表示此行收获良多,深感厦门在海洋空间规划方面已积累的丰富经验值得印尼学习借鉴。薛雄志教授对远道而来参加此次研修班的官员与学者表示诚挚的感谢,并表示闽海院愿意为印尼新首都巴厘巴板湾海洋空间规划项目的开展提供知识、技术与能力建设等方面的支持,为中印尼两国政府间的海上合作添砖加瓦。之后,薛雄志教授代表研修班组织方为每位研修班学员颁发了培训证书并表示祝贺。至此,本次研修班圆满落下帷幕。

海洋空间规划是协调生态环境保护与用海活动需求、实现可持续发展目标的过程,是沿海国家开展海洋空间治理、优化资源配置和推动蓝色经济发展的重要抓手。中国在海洋空间规划方面有着较为健全的法律制度、先进的技术方法、丰富的实践经验,可以为“海丝”沿线国家和岛屿国家提供借鉴。此次印尼海洋与海岸带空间规划研修班的成功举办,为中国和印尼两国在海洋领域的合作注入了新的动力和活力,期待今后双方将此次研修班的成果转化为实际行动,推动中国和印尼在海洋领域的合作走深走实,共同促进全球海洋事业的健康发展。



The Coastal and Marine Spatial Planning Training Workshop was held in Xiamen from December 3 to 10, 2023. The workshop was organized by the Ministry of Marine Affairs and Fisheries of Indonesia (MMAF), Fujian Institute for Sustainable Oceans, Xiamen University (FISO) under the supervision of the China Oceanic Development Foundation (CODF), and co-organized by the United Nations Ocean Decade project - Coastal-SOS Programme. The theme of the workshop was "Marine Spatial Planning for Sustainable Coastal Development and Blue Economy." A delegation of 34 participants, including maritime officials from MMAF and various levels of government together with researchers from Indonesia, attended the workshop. The delegation was led by Ms. Dyah Erowati, Senior Advisor for the Minister of MMAF, Mr. Kusdiantoro, Secretary of Directorate General of Marine Spatial and Ocean Management of MMAF, and Mr. Suharyanto, Acting Director of Marine Spatial Planning at the MMAF.


The opening ceremony of the workshop took place at City Hotel Xiamen, followed by a series of thematic lectures. The sessions included theoretical studies, case analyses, and the sharing of experiences to introduce the concepts and technologies of marine spatial planning (MSP). Professor Pan Xinchun, Vice President and Secretary General of CODF, began his lecture by providing a detailed overview of the development process of China's MSP, its achievements, and collaborations with "Belt and Road" countries in the field. In the end, he expressed full support for Indonesia's MSP efforts.


Professor Xue Xiongzhi, Dean of FISO, elaborated on how MSP can promote marine conservation and sustainable utilization of marine resources. He summarized the concepts of integrated coastal management (ICM) and MSP and their mutually reinforcing roles. He then shared practical case studies, from which participants gain valuable insights.


Associate Professor Nazli Bin Aziz, a visiting scholar at FISO and Deputy Dean of the Faculty of Business, Economics and Social Development, University Malaysia Terengganu, shared the case study of collaborative research between FISO and the University of Terengganu on the MSP of Kuala Terengganu-Kuala Nerus, Malaysia. He introduced the progress and achievements of MSP in these two regions so far, highlighting challenges and opportunities in the processes related to policy and regulations, spatial planning conflicts, climate change, and stakeholder engagement.


Mr. Liu Yulong, Senior Engineer at CCCC Water Transportation Consultants Co., Ltd., presented case studies on MSP and blue economic development in Fiji. He explained the advantages of implementing MSP in Fiji, summarized the current situation and challenges faced, and shared the strategic goals, future plans, and vision for the Fiji MSP. The presentation led to lively exchanges and discussions.


Dr. Kong Hao, Associate Researcher of Fujian Institute of Oceanography and Special Joint Researcher of FISO, introduced the methods and technologies used in defining China's coastline.


Apart from the lectures, FISO and the Indonesian delegation engaged in discussions on the collaborative MSP project on the Balikpapan Bay where the new Indonesian capital city Nusantara locates. Indonesian delegates briefed on the significance of implementing MSP in the area and provided a detailed overview of the natural and socio-economic conditions in the area. They identified the key challenges in sea use in the region, highlighting the lack of dedicated and integrated land-sea management strategies and implementation pathways for addressing ecological and environmental issues arising from regional development. Subsequently, both parties delved into in-depth discussions on the next steps in planning, and applicable China experiences in MSP.


As the training program neared its conclusion, the participants explored key ICM demonstration areas in Xiamen, including Wuyuan Bay, Guanyinshan Beach, Yundang Lake, and the Xiatanwei Mangrove Wetland Park. Combining these field visits with Prof. Xue's detailed presentation on the nearly thirty-year history of ICM in Xiamen, the participants gained a firsthand understanding of the crucial role played by MSP in balancing marine environmental protection and economic development.


This practical experience helped the delegation intuitively grasp the importance of MSP in achieving a balanced relationship between the preservation of marine ecosystems and economic growth. This understanding will undoubtedly contribute to identifying the key focus areas and objectives for MSP in the Balikpapan Bay area.


At the closing ceremony of the training program, Mr. Yogi Yanuar, Acting Assistant Deputy for Marine and Coastal Management at the Coordinating Ministry of Maritime and Investment, and Prof. Xue, delivered closing remarks. Mr. Yogi Yanuar expressed gratitude to FISO for organizing the event, to the CODF for providing supervision, and to Prof. Xue and the staff of FISO for their efforts in ensuring the smooth conduct of the training workshop. He also conveyed his appreciation for the valuable insights gained during the workshop and found the Xiamen experience a great inspiration and source of reference for Indonesia.


Prof. Xue extended sincere thanks to the officials and scholars who had traveled from afar to participate in the training workshop. He expressed FISO's commitment to support the development of the MSP project for the new Indonesian capital in the Balikpapan Bay area, through knowledge exchange, technological assistance, and capacity-building. This commitment, he noted, would contribute to enhancing maritime cooperation between China and Indonesia. Following the closing remarks, Prof. Xue presented training certificates to each participant on behalf of the organizers. With this, the workshop concluded successfully.


MSP is a process that coordinates the demands of ecological environmental protection and maritime activities, aiming to achieve sustainable development goals. It serves as a crucial tool for coastal nations to govern marine spaces, optimize resource allocation, and promote the development of blue economy. China's legal framework, advanced technologies, and extensive practical experience in MSP could provide references for countries along the Maritime Silk Road and island nations.


The success of the workshop provides new momentum for the collaboration between China and Indonesia in the field of oceanography. We hope that both countries will translate the outcomes of this training workshop into actions, fostering deeper and more substantial cooperation in the field, and contributing to the healthy development of the ocean.
