The Virtual Training Program for Sustainable Oceans 2022 (hereinafter the Program) themed Sustainable Oceans - From Science to Decisions was held from June 28th to July 1st. 82 government officials and researchers from 15 coastal countries in the EAS region and beyond (Bangladesh, Brunei, Cambodia, China, India, Indonesia, Madagascar, Malaysia, Mozambique, Myanmar, Papua New Guinea, Philippines, Thailand, Timor-Leste, and Vietnam) joined the event.

Academician Minhan Dai, Lead Scientist of the Coastal-SOS Programme, delivered the opening remark. The Program was comprised of three parts - knowledge sharing, tools and approaches for sustainable oceans, and experience sharing and case studies. Eight experts were invited to deliver lectures on subject matters covering marine management, marine ecology, marine economy, marine policy and law, public administration, marine disaster prevention and mitigation, etc. For experience sharing and case studies, a video produced by FISO,The Answer, was played to demonstrate Xiamen’s ICM practices in the past 25 years, followed by case studies shared by experts from Indonesia, Malaysia, Philippines and Thailand, which revealed challenges and introduced solutions in sustaining oceans from various perspectives. The case sharing led to heated discussions on the opportunities and challenges in the UN Ocean Decade journey and ways to strengthen cooperation in capacity building. The Program was then closed by Professor Xiongzhi Xue, Dean of FISO.
Human activities in the coastal areas have greatly undermined the oceans' sustainable development. In efforts to reverse this trend, the United Nations Assembly proclaimed the United Nations Decade of Ocean Science for Sustainable Development (2021-2030) (also known as the Ocean Decade) in 2017 in order to gather ocean stakeholders worldwide behind a common framework that will ensure that ocean science can fully support countries in creating improved conditions for sustainable development of the ocean, and to ultimately achieve the vision of 'the science we need for the ocean we want'. The application and sharing of marine science and marine management experience can help improve the ocean management capabilities, which is an important factor in realizing the vision, and is also one of the missions of FISO. In the past few years FISO has, as an interdisciplinary scientific research platform, held four international trainings on sustainable coastal and ocean development. In the future, through more of such trainings, we will continue to deliver marine science knowledge to decision makers, managing departments, industrial sectors and the public, to help governments and enterprises at all levels formulate sustainable development strategies and scientific sea use methods, to ultimately promote the health and sustainable development of the oceans, and strengthen blue partnership.

The training was organized by the Coastal Zones Under Intensifying Human Activities and Changing Climate: A Regional Programme Integrating Science, Management and Society to Support Ocean Sustainability (Coastal-SOS, a UN Ocean Decade endorsed project), sponsored and convened by the Fujian Institute for Sustainable Oceans of Xiamen University (FISO), and co-convened by China Oceanic Development Foundation (CODF), Surface Ocean – Lower Atmosphere Study (SOLAS), Partnership in Environmental Management for the Seas of East Asia (PEMSEA), and the School of Marine Science and Technology of Tianjin University.
6月28-7月1日，为期四天的“2022国际海岸带可持续发展能力建设线上培训”顺利举行。本次培训由联合国“海洋科学促进可持续发展十年”——“融通科学、管理和社会参与：助力海岸带可持续发展”项目（简称“海岸带计划”项目）主办，福建海洋可持续发展研究院（简称“闽海院”）承办，中国海洋发展基金会（CODF）、“表层海洋-低层大气研究”计划（SOLAS）、东亚海域环境管理区域项目组织（PEMSEA）、天津大学海洋科学与技术学院共同协办。本次培训以“海洋可持续发展—从科学到决策”为主题，共吸引了来自15个国家82名涉海政府官员及研究人员注册参与，分别来自巴布新几内亚、东帝汶、菲律宾、柬埔寨、马达加斯加、马来西亚、孟加拉、缅甸、莫桑比克、泰国、文莱、印度、印度尼西亚、越南、中国等国家。
海岸带计划项目及闽海院领衔科学家戴民汉院士为本次培训活动致开幕辞。培训内容主要包括三个部分，分别为知识分享、海洋可持续发展的管理工具与办法、经验分享与案例研究。讲座部分，邀请海内外八位资深专家学者和海洋管理人员围绕海洋可持续发展相关议题作了精彩报告，内容丰富，涉及海洋管理、海洋生态、海洋经济、海洋法律与政策、公共管理、海洋防灾减灾等。经验分享与案例研究部分，展示了厦门25年来海岸带综合管理的成效，邀请了菲律宾、马来西亚、印度尼西亚和泰国的专家从不同角度分享各国的经验案例，并围绕海洋十年的机遇与挑战、加强能力建设合作等议题展开热烈的讨论。最后，闽海院院长薛雄志教授为本次培训活动致闭幕词，并为学员颁发培训证书。至此，本次培训活动圆满落下帷幕。
海岸带地区频繁的人类生产和经济活动严重威胁到海洋可持续发展。2017年，联合国大会72/73号决议设立“联合国海洋科学促进可持续发展十年（2021-2030）”项目，旨在通过激发一场海洋科学的深刻革命，为全球、区域、国家以及地方等不同层级海洋管理提供科学解决方案，以遏制海洋健康不断恶化的态势，使海洋继续为人类长期可持续发展提供强有力的支撑，达到“科学至实、海洋可期”的愿景。海洋科学知识和海洋管理经验的应用与分享可助力海洋综合管理能力的提升，是实现这个愿景的重要因素，也是闽海院这个多学科交叉科研平台的主攻方向之一。近年来，闽海院已举办四次相关国际培训。未来，还将通过举办更多系列培训，向决策者、管理部门、产业部门和公众传播海洋科学知识，帮助各级政府及企业制定可持续发展战略和科学用海方式，扎实推动东亚海地区乃至全球海洋的健康和可持续发展，推动蓝色伙伴关系的构建。
