2020年11月24日,2020年东亚海岸带可持续发展地方政府网络(PNLG)年会采用“线上会议”形式举行,在福建省厦门市设线下会场。PNLG年会每年在不同成员城市举行,今年是第十五届。本届年会以“海洋生态 蓝色发展”为主题,共有近百名政府部门和相关机构官员以及海洋领域的知名专家、学者等线上线下参会,他们分别来自柬埔寨、印尼、日本、马来西亚、菲律宾、泰国、东帝汶、越南和中国的30多个PNLG成员单位。此外,来自韩国釜山市、印尼邦利市、三宝垄市、东龙目市的代表也作为观察员参与线上年会。福建海洋可持续发展研究院(下称:研究院)为本次会议提供了技术支持。
今年6月,研究院向PNLG执委会递交了加入PNLG的申请并获得通过。在本届全体成员大会上,研究院总协调人薛雄志教授参加了新成员签署仪式,正式成为PNLG协作成员单位。此外,研究院李杨帆教授还在技术研讨会上发表了题为“海洋综合管理蓝皮书与厦门实践”的演讲。作为PNLG协作成员单位,研究院将继续与大家分享厦门经验,也期待借助东亚海岸带可持续发展地方政府网络的平台了解其他城市的新技术、新举措。
本次年会促进了PNLG成员间的经验交流,推动了东亚海区域的可持续发展。
On November 24th, the 2020 PEMSEA Network of Local Governments (PNLG) Annual Forum was held online, with an offline venue in Xiamen, China. The PNLG Annual Forum is held annually in different member cities. This year, the 15th Annual Forum is themed “Marine Eco-civilization, Blue Development”. Nearly 100 delegates attended the forum, including government officials, senior scientists and scholars, from over 30 members of the PNLG across nine countries, namely China, Cambodia, Indonesia, Japan, Malaysia, Philippines, Thailand, Timor-Leste and Vietnam. Delegates from Busan of South Korea, Bangli, Semarang and East Lombok of Indonesia were also present as observers. Fujian Institute for Sustainable Oceans (hereinafter referred to as “FISO”) has provided technical support for the forum, including both the General Assembly and Technical Workshop.
Back in June this year, the PNLG Executive Committee approved FISO’s application to join PNLG as an associate member. The membership became official when Prof. Xue Xiongzhi, Coordinator-General of FISO, signed the PNLG Charter on behalf of FISO at the General Assembly. At the Technical workshop that followed, Dr. Li Yangfan, Professor of FISO, delivered a presentation on “Blue Paper on Integrated Ocean Management and Xiamen Practice”. As an associate member of PNLG, FISO will continue to share Xiamen's experience with PNLG members, and expect to learn about new techniques and practices through the PNLG network.
The forum has facilitated experience exchange among PNLG members, and contributed to the sustainable development of the East Asian Sea.
