6月8日是世界海洋日，作为世界海洋日厦门主题活动之一，一场以“与海共生•同享厦门经验”为主题的《海洋综合管理》蓝皮书（中文版）发布会暨海洋可持续创新发展云峰会在厦门大学召开。活动邀请蓝皮书领衔作者之一、中国科学院院士戴民汉、中国海洋发展基金会秘书长潘新春、厦门市海洋发展局总工程师林怀远、厦门市自然资源和规划局总规划师沈瑞全、福建海洋可持续发展研究院教授薛雄志、上海振华（重工）集团有限公司副总裁陈斌、桃花源生态保护基金会副总裁马剑、70.8海洋媒体实验室副主任游伟伟等八位嘉宾深度解读蓝皮书主要内容，分享厦门海岸带综合管理的经验和蓝色经济发展成果，围绕海洋可持续创新发展议题，全面探讨全民未来行动方案，携手推进海洋可持续发展。
发布会上，参会嘉宾围绕着海洋可持续创新发展这一主题展开了讨论。薛雄志教授认为在海岸带地区实施可持续发展战略的重要途径之一就是开展海岸带综合管理，且成功的实践需要有扎实的科技支撑。生态和社会系统的规律在很长时间内都将不可能被人们完全掌握，也由于人类活动对环境作用的结果导致这些系统处于动态变化之中。这就要求海岸带综合管理必须与科学技术密切结合，要求科学家要把参与决策作为一种社会责任来承担。用科学的知识来提高人们对海岸带管理的意识，转变观念，提高行动的自觉性，提供科学信息，帮助管理者科学、民主决策，提供科学管理的手段和方法，以达到有效的综合管理。
此次活动由近海海洋环境科学国家重点实验室（厦门大学）、70.8海洋媒体实验室、福建海洋可持续发展研究院、厦门市海洋发展局、厦门市自然资源和规划局、新浪厦门等单位联合主办，中国海洋发展基金会、桃花源生态保护基金会协办。会议通过新浪微博、腾讯直播、央视新闻移动网、央视频、看厦门进行线上直播，共有超过22万人次在线观看云直播。
受可持续海洋经济高级别小组（High Level Panel for a Sustainable Ocean Economy）委托，挪威海洋与北极研究中心主任Jan-Gunnar Winther教授和厦门大学戴民汉院士领衔编写了题为《海洋综合管理》的蓝皮书。该小组成立于2018年9月，由14位现任政府首脑组成，在政策、治理、技术和金融方面致力于推动大胆、务实的海洋“健康和财富”解决方案，支持联合国2030年可持续发展目标（SDGs），为人类和地球建设更美好的未来。该小组委托来自47个国家的200多名世界顶尖专家学者撰写一系列蓝皮书，为其最终发布的关于海洋经济对可持续发展重要性核心报告提供重要支撑。《海洋综合管理》蓝皮书即为其中一本。
On June 8th, 2020, a press conference on the Blue Book “Integrated Marine Management” (Chinese version) themed “Living with the Sea - Sharing Xiamen Experience” and the Cloud Summit on Marine Sustainable Innovative Development was held in Xiamen University (XMU) as theme activities of the World Oceans Day. One of the lead authors of the Blue Book and Academician of Chinese Academy of Sciences Prof. Dai Minhan, Secretary General of China Oceanic Development Foundation (CODF) Prof. Pan Xinchun, Chief Engineer of Xiamen Municipal Bureau of Ocean Development Mr. Lin Huaiyuan, Chief Planner of Xiamen Municipal Bureau of Natural Resources and Planning Mr. Shen Ruiquan, Coordinator General of Fujian Institute for Sustainable Oceans (FISO) Prof. Xue Xiongzhi, Vice President of Shanghai Zhenhua Heavy Industries Co., Ltd. Mr. Chen Bin, Vice President of the Paradise International Foundation Mr. Ma Jian, 70.8 Media Lab Prof. You Weiwei were invited to introduce the main contents of the Blue Book and share the experience of integrated coastal management and achievements of blue economy development in Xiamen. They also held an in-depth discussion on the topic of innovative sustainable ocean development.
Prof. Xue believes that one of the keys to the implementation of sustainable coastal development strategy is to achieve integrated coastal management with solid scientific and technological support. We will hardly fully understand the laws of ecological and social systems in the foreseeable future, which are constantly changing under the impacts that human activities pose on the environment. This requires that the integrated coastal management be closely interacting with science and technology. Scientists should use their knowledge to raise people’s awareness of coastal management, to shift their ideology, and to encourage them to act proactively. They are also expected to provide scientific information to help governments make scientific and democratic decisions, and offer scientific management approaches for effective integrated management.
The press conference was jointly hosted by the State Key Laboratory of Marine Environmental Science of XMU, 70.8 Media Lab, FISO, Xiamen Municipal Bureau of Ocean Development, Xiamen Municipal Bureau of Natural Resources and Planning, Sina Xiamen, etc., co-organized by CODF and the Paradise International Foundation. The conference was live streamed online through Sina microblog, Tencent Live, NewsCCTV, and xmtv.cn, attracting more than 220,000 viewers.
