2022年中国碳核算数据库夏令营在厦顺利举办

2022年7月22日-31日,在科技部中国21世纪议程管理中心、国家自然科学基金计量建模与经济政策研究基础科学中心指导下,清华大学碳中和研究院中国碳核算数据库团队与福建海洋可持续发展研究院(厦门大学)(下称“闽海院”)联合主办、闽海院具体承办的“2022年中国碳核算数据库夏令营”在厦门顺利举办。厦门市人民政府驻北京办事处、厦门市翔安区人民政府、清华大学全球变化研究院、厦门大学近海海洋环境科学国家重点实验室、英国伦敦大学学院、英国伯明翰大学与华润环保应用技术研究院共同协办。本次夏令营以“中国及新兴经济体碳核算及碳中和转型路径”为主题,旨在培养专业水平高、实践能力强、面向3060“碳达峰、碳中和”的复合型人才,共吸引了以芝加哥大学、清华大学、北京大学为代表的国内外90余所顶尖高校的130余位优秀青年学者参加。夏令营包含大家讲坛、小组工作、实地考察等形式,搭配丰富多彩的团建活动,开展面对面的学术交流与课程培训。


7月22日,夏令营开营式在厦门宾馆隆重举行。开营式由中国科学院院士、闽海院首席科学家戴民汉教授主持。戴民汉教授欢迎营员们的到来,介绍了闽海院面向国家海洋现代化治理能力建设需求,为国家和地方海洋管理部门提供战略与决策支持,并服务于国家和地方海洋生态保护和碳管理需求的建设宗旨,希望未来可以促进更多在碳核算和碳中和领域的校际合作交流。中国21世纪议程管理中心黄晶主任、中国科学院大学经济与管理学院院长洪永淼教授、厦门市人民政府驻北京办事处党组成员郑永泓副主任、厦门市翔安区政协主席吴旗荣、厦门大学纪委书记全海、清华大学碳中和研究院院长贺克斌院士、清华大学地球系统科学系副主任张强教授、清华大学地球系统科学系特聘教授关大博等嘉宾出席了开幕式并致辞。作为东道主,全海书记首先对参会的专家学者表示热烈欢迎,并强调,一直以来,厦门大学都是我国双碳战略与生态文明战略的支持者与贡献者。近年来,以厦门大学碳中和创新研究中心、福建海洋可持续发展研究院(厦门大学)为代表的多学科交叉平台涌现,服务于国家和省市海洋生态保护和碳管理需求,致力于探索双碳目标下海洋经济高质量发展与蓝色碳汇交易机制,已取得了可喜的成绩。他相信,此次夏令营活动必将进一步推动我校与国内顶尖双碳战略研究机构的交流与合作。

开营式之后,大咖云集的“大家讲坛”随即正式开讲。十天的夏令营旅程中,“大家讲坛”邀请相关领域知名专家、学者为营员们带来了多学科的知识盛宴。本次大家讲坛的演讲嘉宾有(按授课顺序):中国科学院院士、北京大学城市与环境学院陶澍教授,英国国家社会科学院院士、清华大学地球系统科学系特聘教授关大博,中国工程院院士、清华大学碳中和研究院院长贺克斌教授,中国科学院院士、闽海院首席科学家戴民汉教授,发展中国家科学院院士、中国科学院大学经济与管理学院院长洪永淼教授,中国社会科学院生态文明研究所气候变化经济学研究室副主任禹湘,发展中国家科学院院士、中国科学院预测科学研究中心主任汪寿阳教授,以及《Nature》期刊高级学术编辑夏玚博士等。“大家讲坛”受到了营员们的热烈欢迎,讲座后与专家积极互动,讨论热烈。

实践操作能力的培养也是本次夏令营活动的一个亮点。在聆听专家讲座之外,夏令营营员以小组工作的形式,在小组导师的指导下计算碳排放清单和投入产出分析。其中,碳核算小组主要着力于国家、城市和企业三个尺度碳排放清单的核算;投入产出小组则主要是基于CEADs团队开发的全球新兴经济体投入产出模型的基础上补充和更新数据。经过夏令营十天的学习和实践操作,营员们对碳核算有了更为深刻的理解,并掌握了相应的碳核算方法,收获颇丰。

在学习和工作之余,夏令营还组织了精彩纷呈的团建游戏,并前往 “英雄三岛”开展实地考察,让同学们不仅能更好地认识厦门、收获丰富历史知识,更能结交挚友。

7月31日,为期十天的夏令营活动落下帷幕。经过14个小组的精彩演示和专家评测,共有128名营员顺利获得了此次夏令营的结业证书,在团队工作中表现突出的两个优秀小组、一位优秀营员还收获了由21世纪议程管理中心和厦大-中国科学院“计量建模与经济政策研究”基础科学中心联合提供的奖学金。

正如福建海洋可持续发展研究院(厦门)院长薛雄志在闭营致辞所说,气候变化、碳中和、可持续发展是全球广泛关注的热点问题。在“3060”双碳目标背景下,碳核算是一项具有重要实践意义和战略意义的工作。此次夏令营为来自全国各地的优秀学者提供了一个学习交流碳数据以及气候变化等相关系统研究的公共服务平台,而青年学者们的踊跃投入参与,也必将为双碳目标的达成贡献青春力量。未来,借助厦门大学综合型大学的优势,福建海洋可持续发展研究院这一省级多学科交叉科研平台也将继续在碳中和及可持续发展等领域提供战略与决策支持及能力建设服务,为我国的3060双碳战略目标贡献力量。


本次夏令营活动还得到了相关政府部门、众多高校、科研机构和媒体的广泛关注。学习强国、中国改革报、中国发展网、福建日报、厦门卫视等平台多次对厦门及我校“搭建碳核算‘平台’ 培养双碳青年人才”进行报道。


From July 22 to 31, 2022, led by the the Administrative Center for China’s Agenda 21 and the Fundamental Scientific Center for Economic Modeling and Economic Policy Studies, the "2022 Carbon Emission Accounts and Datasets (CEADs) Summer Camp" jointly organized by the Carbon Emission Accounts and Datasets team of the Institute for Carbon Neutrality, Tsinghua University and the Fujian Institute for Sustainable Oceans (FISO) of Xiamen University and convened by FISO was held in Xiamen. Themed with "Carbon Accounting and Carbon Neutrality Roadmap in China and Emerging Economies", the summer camp aims to prepare professionals in related fields for the "3060 carbon peak and neutrality" goals. The summer camp was joined by around 130 outstanding young scholars from more than 90 top universities around the world, including University of Chicago, Tsinghua University and Peking University, to name a few. The summer camp featured lectures, group work, field trips, and a variety of team building activities.


The event is co-convened by Representative Office of Xiamen Municipal Government in Beijing, Xiamen Xiang'an District People's Government, Institute for Global Change of Tsinghua University, State Key Laboratory of Marine Environmental Science (Xiamen University), University College London, University of Birmingham, and CR Environmental Protection Technology Limited.


The opening ceremony of the Summer Camp was held on July 22 at Xiamen Hotel and hosted by Academician Dai Minhan, Chief Scientists of FISO. Prof. Dai extended his warmest welcome to the participants and introduced the mission of FISO which is to provide strategic and technical supports for marine governance for governments at various levels to build up capacity on modernizing ocean governance, and serve the needs of marine ecological protection and carbon management at various levels. He hopes that FISO will be able to promote exchange and cooperation opportunities in the fields of carbon emission accounting and carbon neutrality in the future. Mr. Huang Jing, Director of the Administrative Center for China's Agenda 21, Prof. Hong Yongmiao, Dean of School of Economics and Management, University of Chinese Academy of Sciences, Ms. Zheng Yonghong, Vice Director of Representative Office of Xiamen Municipal Government in Beijing, Mr. Wu Qirong, Chairman of the CPPCC, Xiamen Xiang’an District People’s Government, Prof. Quan Hai, Secretary of Committee for Discipline Inspection, Xiamen University, Academician He Kebin, Dean of Institute for Carbon Neutrality, Tsinghua University, and Distinguish Professor Guan Dabo, Department of Earth System Science, Tsinghua University presented the opening ceremony and delivered speeches. Prof. Quan Hai warmly welcomed all the guests and participants of the Summer Camp on behalf one of the organizers. He highlighted that Xiamen University has been a firm contributor to the “3060” goal and the eco-civilization strategy. In recent years, XMU has established a number of interdisciplinary platforms, among which the Carbon Neutral Innovation Research Center and FISO are representatives. They are all dedicated to serving the needs of marine ecological protection and carbon emissions management and has seen remarkable outcomes in developing mechanisms for high-quality marine economic development and carbon emissions trades. He believed that the summer camp will facilitate the exchange and cooperation between XMU and leading carbon neutrality research institutions in China.


Well-known experts and scholars in related fields were invited to the ten-day summer camp to deliver lectures. The speakers were: Professor Tao Shu, Academician of the Chinese Academy of Sciences and Professor of College of Urban and Environmental Sciences, Peking University; Guan Dabo, Fellow of Academy of Social Sciences, UK and Distinguished Professor at the Department of Earth System Science of Tsinghua University; Professor He Kebin, Academician of the Chinese Academy of Engineering and Dean of the Institute for Carbon Neutrality, Tsinghua University; Professor Dai Minhan, Academician of the Chinese Academy of Sciences and Chief Scientist of FISO; Professor Hong Yongmiao, Academician of the Academy of Sciences for Developing Countries and Dean of School of Economics and Management of University of Chinese Academy of Sciences; Yu Xiang, Deputy Director of the Climate Change Economics Research Office of the Research Institute for Eco-civilization, Chinese Academy of Social Sciences, Professor Wang Shouyang, Academician of the Academy of Sciences for Developing Countries and Director of the Center for Forecasting Sciences of the Chinese Academy of Sciences; and Dr. Xia Yang, Senior Editor of Nature. The lectures were warmly welcomed by the participants, and kindled lively discussions.


Another highlight of the summer camp was group works guided by mentors. The group work was designed to provide opportunities for participants to get their hands on data accounting works. Among the 14 groups, the carbon accounting groups focused on the accounting of carbon emission inventories at three scales: national, city and enterprise, while the input-output group updated data based on the input-output model of global emerging economies developed by the CEADs team. After ten days of study and practices, the participants gained a holistic view of carbon accounting and carbon accounting skills.


Recreation and friendship were also important elements of the summer camp. Participants played games and made field trips to Xiamen's ICM demonstration sites, making the whole event even more memorable.


On July 31, the summer camp closed with presentations from 14 groups on their accounting works. Two outstanding groups and one outstanding individual received scholarships jointly provided by the Administrative Center for China's Agenda 21 and the Fundamental Scientific Center for Economic Modeling and Economic Policy Studies.


"Climate change, carbon neutrality and sustainable development are hot spot issues that concern the whole world", said Prof. Xue Xiongzhi, Dean of FISO, in his closing remarks. Carbon emission accounting is essential under "3060 carbon peak and neutrality" goal. The summer camp offered a platform for carbon data and climate change information sharing. In the near future, the dedication of young professionals will surely contribute towards achieving the "3060" goal. FISO, being a provincial level multidisciplinary research platform, will continue to provide strategic and policy supports as well as capacity building services for the "3060" goal.


The summer camp has garnered widespread attention from government departments, universities, research institutions, and media outlets. Media platforms including China Reform Daily, China Development Network, Fujian Daily, and Xiamen TV have reported on XMU's efforts in "establishing a carbon accounting platform and cultivating dual-carbon young talents."
