2023年3月12日至17日,闽海院院长薛雄志教授一行分别到马来西亚登嘉楼大学和厦门大学马来西亚分校进行学术交流与工作访问。
薛雄志教授一行首先赴马来西亚登嘉楼大学访问,就马来西亚海洋空间规划合作研究项目与海洋学与环境研究院(INOS)进行深入学术交流,并对项目的具体实施区域进行了实地踏勘。
3月13日上午,薛雄志教授团队与共同参与马来西亚海洋空间规划合作研究项目的INOS团队及瓜拉登嘉楼市政厅、登嘉楼州城乡规划局、登嘉楼水资源委员会等项目利益相关方代表等就规划的具体细节及项目实施区域的海洋与海岸带发展现状、存在的问题与困难等进行了深入的交流与讨论,并对下一步的工作内容与计划进行了详细的探讨。当地政府部门对马来西亚海洋空间规划合作研究项目表示热烈欢迎,并表示将积极参与规划的制定和支持项目的落地执行。在下午举行的学术研讨会上,马来西亚登嘉楼大学INOS院长Mohd Fadzil Mohd Akhir博士首先对INOS进行了详细的介绍,包括研究院的研究范围、学术团队、科研实力等;之后薛雄志教授对厦门大学整体情况、海洋学科发展历程、闽海院的研究范围及在海岸带可持续发展领域所做的相关工作等进行了介绍,并宣传推介中国海洋发展基金会;INOS海洋治理中心负责人Wan Istul Asma Wan Talaat博士也对中心所开展的工作等进行了详细的介绍;海域海岛环境科技研究院(天津)有限公司(OEST)方春洪副总经理介绍了OEST在海域海岛领域所开展的一些工作。之后,INOS副院长Effi Helmy Ariffin博士分享了登嘉楼州面临的岸线侵蚀现状及目前所采取的应对措施。研讨会由INOS协调员Nazli Aziz博士主持。

访问期间,薛雄志教授团队与INOS团队对项目实施的具体区域进行了现场踏勘,对当地流域与河口、岸线等存在的问题与挑战,如岸线侵蚀、海漂垃圾、珊瑚礁及海龟等海洋资源的保护等有了更为直观和深刻的认识与了解,也对现有合作研究项目下一步的工作开展有了更清晰的规划。双方还对后续合作拓展海洋空间规划在马来西亚的应用进行了实质性的探讨,并对具体行动方案进行了规划。

马来西亚海洋空间规划合作研究项目将通过与马来西亚登嘉楼大学合作,完成登嘉楼州相关海域的海洋空间规划编制工作,为当地的海洋与海岸带可持续发展提供技术支持,以期将该区域建设成为马来西亚海洋空间规划示范点。
结束马来西亚登嘉楼大学之行后,薛雄志教授一行至厦门大学马来西亚分校,分别拜访并听取王瑞芳校长对分校发展的介绍,了解学校对中国-东盟海洋学院发展的支持与期许。在其后与中国-东盟海洋学院的访问交流中,双方就中国-东盟海洋学院目前存在的一些困难和机遇进行了沟通,对双方在海洋与海岸带可持续发展能力建设领域可开展的合作进行了深入的探讨,包括人才需求、研究生培养模式创新、共同组织面向东盟高校学生的夏令营活动等。助理院长叶瑞强博士等接待了本次访问。

本次交流访问有力地推动了闽海院与马来西亚登嘉楼大学INOS、厦门大学马来西亚分校中国-东盟海洋学院的相互了解,有助于进一步深化双方未来在海洋与海岸带可持续发展领域的交流与合作。
On March 12 to March 17, a team led by Dean of FISO Prof. Xue Xiongzhi visited Universiti Malaysia Terengganu (UMT) and Xiamen University Malaysia (XMUM) respectively for academic exchange and work plan discussion.
The first stop was UMT. The FISO team had an intensive and extensive exchange with the Institute of Oceanography and Environment (INOS) team on the Joint Study on Marine Spatial Planning in Malaysia (MMSP project), followed by a field visit to the pilot sites of the MMSP project.
On the morning of March 13, a meeting on the MMSP project was organized. The FISO team, the INOS team (collaborator of MMSP project) as well as representatives of stakeholders including Kuala Terengganu City Council (MBKT), Terengganu State Town and Country Planning Department (PLANMalaysia), Terengganu Water Resources Board (LAUT) attended the meeting to discuss on the details of the draft marine spatial plan, the status quo of the coastal zones in the two pilots sites, the existing challenges, and the next steps. The local governments demonstrated their commitments to the planning and implementation of the MMSP project. During the seminar in the afternoon, Dr. Mohd Fadzil Mohd Akhir, Director of INOS presented first to introduce the institute, including its research directions, academic teams, and research capacities. Prof. Xue followed to introduce Xiamen University, the development of marine science in XMU, FISO and its research directions, and efforts that FISO has made in sustainable ocean and coastal development. He also introduced China Oceanic Development Foundation (CODF) by playing an introduction video. The following presentation was from Dr. Wan Isatul Asma Wan Talaat, Head of Center for Ocean Governance (COG), INOS, who introduced the Center and its research scopes. Mr. Fang Chunhong, Deputy General Manager of Ocean Environment Science and Technology Co., Ltd. (OEST) also made a presentation to introduce OEST. Dr. Effi Helmy Ariffin, Deputy Director of INOS went on to show the coastal erosions in Terengganu and the mitigation approaches they’ve developed. The seminar was hosted by Dr. Nazli Aziz, Coordinator of COG-INOS.
During the visit, the FISO team and INOS team paid visits to the MMSP pilot sites and surveyed the status of the coastal line, river basin and adjacent estuaries. The site visits provided straightforward information on coastal erosion, marine debris and waste management, key marine resources conservation including coral reefs and sea turtles in Terengganu, delivering important insights to the next steps of MMSP Project. The parties also had a chance to discuss action plans for MSP scaling up in Malaysia.
In cooperation with UMT, the MMSP project intends to develop a marine spatial planning program for dedicated sea areas in Terengganu to provide technical support for sustainable ocean and coastal development in the area. The MSP sites in Terengganu are expected to serve as demonstration sites for MSP scaling up in Malaysia.
After the visit to UMT, the FISO team visited Xiamen University Malaysia. Prof. Wang Ruifang, President of XMUM, introduced XMUM and the development plans for the China-ASEAN College of Marine Sciences (CAMS), XMUM. In the visit to CAMS, the two sides had in-depth discussions on the challenges and opportunities CAMS is facing, and explored future collaboration on capacity building for sustainable ocean and coastal development, including faculty collaboration, innovative graduate programs, co-convened summer program for students from universities across ASEAN countries, and more. Dr. Yeap Swee Keong, Assistant Dean of CAMS hosted the team.
The visits promoted mutual understandings among FISO, INOS and CAMS which will facilitate exchanges and cooperation on sustainable ocean and coastal development in the future.
