在习近平总书记提出共建“一带一路”倡议十周年之际,中国海洋发展基金会、福建海洋可持续发展研究院(厦门大学)于7月1日共同发布《“海丝”沿线国家海岸带可持续发展能力指数评价报告(2022)》。这份报告在提升以人海耦合复合生态系统理论认知和研究海岸带生态系统能力的基础上,以“海丝”沿线国家海岸带为评价对象,建立了一套海岸带可持续发展能力评估指标体系与评估模型,致力于通过评估提升海岸带的可持续发展能力。
“一带一路”倡议旨在促进沿线国家之间的经济合作和互联互通,通过共建基础设施、加强贸易往来和人员交流,实现共同发展和繁荣。作为“一带一路”的重要组成部分,海岸带是地球上连接海洋系统与陆地系统的地理区域,它是自然界中人类活动最为活跃且资源环境条件最优越的地带之一,与人类的生存和发展密切相关。然而,随着人口迅速增长和城市化进程的加速,海岸带保护与开发之间的矛盾日益尖锐,导致一系列生态环境问题,威胁着海岸带可持续发展。在这种情形下,迫切需要利用现代高新技术完成监测、评价、预测及修复还原海岸带生态环境,使海岸带朝着可持续发展的方向变化。
《“海丝”沿线国家海岸带可持续发展能力指数评价报告(2022)》相比于2021年版,在指标体系和评估方法上进行了完善,提高了评价的全面性,并丰富了海岸带可持续发展的内涵表征。报告的结果更加全面地揭示了各国海岸带的可持续发展能力。这份报告将为“海丝”沿线国家提供参考和指导,为各国制定合理的保护与开发政策提供科学依据,把我国参与全球海洋治理落到实处,为推动全球海岸带的可持续发展做出积极贡献。
该报告的发布还将促进中国与“海丝”沿线国家在海岸带可持续发展和管理政策方面的合作。通过此类合作,中国将继续推动蓝色伙伴关系的构建和全球海洋命运共同体的建设,助力推进“一带一路”倡议的实施。

Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road (2022)
2023 marks the 10th year of President Xi Jinping's proposal to jointly build the Belt and Road Initiative. To commemorate this milestone, on July 1st, the China Ocean Development Foundation and the Fujian Institute for Sustainable Oceans (Xiamen University) jointly release the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road (2022). This report, based on an advanced understanding of the coupled human-ocean ecosystem, establishes a comprehensive set of indicators and models to assess the sustainable coastal development capacity of countries along the Maritime Silk Road. The ultimate goal is to provide support in enhancing sustainable coastal development capacity.
The Belt and Road Initiative aims to promote economic cooperation and connectivity among countries along its route, fostering shared prosperity through collaborative infrastructure construction, trade, and personnel exchanges. Coastal zones, an integral part of the Belt and Road Initiative, geographically connect marine and land systems. They are dynamic zones in nature, offering abundant resources and favorable environmental conditions, and are closely intertwined with human survival and development. However, rapid population growth and urbanization have exacerbated the conflict between coastal zone protection and development, resulting in ecological and environmental challenges that jeopardize sustainable development. Therefore, the urgent task at hand is to employ modern methods for monitoring, evaluation, prediction, and restoration to transform coastal zone towards sustainable development.
In comparison to the 2021 edition, the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road (2022) has been updated with an improved indicator system and evaluation methods, offering additional perspectives for assessment and enriching the interpretation of coastal zone sustainable development. The report provides a comprehensive understanding of the sustainable development capacity of coastal zones in different countries. It will serve as a valuable reference for countries along the Maritime Silk Road in formulating policies for the protection and development of coastal zones.
The release of this report will further enhance cooperation between China and countries along the Maritime Silk Road in terms of sustainable coastal development and management. Through such collaboration, China will continue to promote the establishment of blue partnerships and the creation of a global community with a shared future for the oceans, thereby facilitating the implementation of the Belt and Road Initiative.
