2023年11月10日,“2023年永续海洋论坛”在厦门国际会议中心酒店顺利召开,主题为“海岸带可持续发展的促进技术与方法”。本次论坛由厦门大学、中国海洋发展基金会、福建省海洋与渔业局主办,福建海洋可持续发展研究院(厦门大学)、联合国“海洋十年”COASTAL-SOS项目承办,浙江大学海洋学院、天津大学海洋科学与技术学院、海南热带海洋学院、厦门大学南海研究院、厦门大学海洋文明与战略发展研究中心共同协办。厦门大学党委书记张荣、中国海洋发展基金会理事长吕滨及副理事长潘新春、福建省海洋与渔业局副局长翁新平、苏纪兰院士、戴民汉院士等嘉宾,及来自全球22个国家的科研院所、政府部门等一百五十余名专家学者齐聚一堂,围绕促进海岸带可持续发展的技术和方法进行研讨,共同推动全球海洋治理的改革与发展。

论坛开幕式由福建海洋可持续发展研究院(即福建海洋智库,下称:闽海院)院长薛雄志教授主持,中国海洋发展基金会理事长吕滨、福建省海洋与渔业局副局长翁新平作为主办单位代表致开幕辞。吕滨理事长在致辞中提到, 为应对海洋可持续发展的挑战与机遇,中国海洋发展基金会采取了多项举措,积极推动海洋与海岸带可持续发展的区域及国际合作,并愿与各方一道,共同开展友好、平等、互惠、务实的海洋合作,不断加强“海上丝路项目”与“海上丝路行动”的实施力度,深度参与“海洋十年”行动计划。翁新平局长指出,福建省高度重视发展海洋经济,加快建设海洋强省,并积极推动闽海院开展海岸带可持续发展方面的学术研究,支持厦门大学建设海洋智库。厦门大学党委书记张荣为论坛致欢迎辞,对与会嘉宾表示热烈欢迎,他强调厦门大学一直积极致力于为“一带一路”沿线国家培养输送高层次海洋人才,与各国开展海洋高新技术协同创新合作,而闽海院就是厦大服务海洋可持续发展、与省市共建的一个重要平台。

随后,论坛举行了“海岸带可持续发展能力建设实验室”揭牌仪式。中国海洋发展基金会副理事长及秘书长潘新春宣读实验室成立文件。厦门大学党委书记张荣,自然资源部国际合作司司长陈丹红,中国海洋发展基金会理事长吕滨及副理事长潘新春,中国科学院院士苏纪兰,中国科学院院士戴民汉,厦门大学特聘教授洪华生,自然资源部海洋战略研究所所长张海文,国家海洋技术中心主任彭伟,福建省海洋与渔业局副局长翁新平共同为实验室揭牌,宣布海岸带可持续发展能力建设实验室的正式成立!海岸带可持续发展能力建设实验室由中国海洋发展基金会和厦门大学牵头共建,主要任务是开展海岸带可持续发展能力评价、能力提升、国别研究、经验推广和应用研究,构建共享海洋信息路径,搭建专家会商机制,培养海洋科技创新人才,支撑海上丝绸之路国家海岸带区域可持续发展和海洋综合管理能力建设。“海岸带可持续发展能力建设实验室”的揭牌是闽海院的里程碑事件,也是各共建单位共同努力结出的硕果。我们将以实验室的成立为契机,进一步加强海洋学科建设规划,瞄准世界海洋研究前沿,深入开展学术研究、积极建言献策,为服务“一带一路”打造更多科学性、权威性、实用性的海洋公共产品,为建设全球海洋命运共同体贡献力量。

开幕式结束后进入论坛发言和讨论环节。此次论坛分为两大议题,议题一“促进海岸带可持续发展的管理实践”由厦门大学讲席教授、闽海院首席科学家吕永龙主持,议题二“促进海岸带可持续发展的技术应用”由中国科学院院士、自然资源部第二海洋研究所名誉所长苏纪兰主持。来自马来西亚、印尼、东帝汶、菲律宾、新加坡、哥斯达黎加、泰国、巴基斯坦和中国的九位专家学者为大会带来了精彩报告。结束两大议题后进入专题讨论环节,由印尼茂物农业大学海事海洋与渔业国际研究院院长Luky Adrianto主持,来自孟加拉、文莱、柬埔寨和阿曼的专题讨论专家及与会的各专家学者、单位代表围绕“海岸带可持续发展能力评估”专题展开研讨。最终,会议在热烈的交流中圆满落幕。
海岸带作为地球上重要的生态区域,拥有丰富的生物多样性和经济价值。然而,由于气候变化、人类活动等因素的影响,海岸带生态系统正面临着巨大的压力和挑战。本次论坛邀请了国内外海岸带可持续发展相关领域的资深专家、学者聚首厦门,推动了沿海国家尤其是“海丝”沿线国家在海岸带可持续发展领域的交流与合作,助力联合国可持续发展目标的落实。今后,我们将以“海岸带可持续发展能力建设重点实验室”为平台,以“海丝沿线国家海岸带可持续发展能力指数报告”为抓手,凝聚资源,团结力量,与全球合作伙伴在共建“一带一路”的伟大实践中携手同行。

On November 10, the Workshop on Sustainable Oceans 2023 themed “Advancing Sustainable Coastal Development: Technologies and Approaches” was held in Xiamen International Conference Center Hotel. The workshop was sponsored by Xiamen University, China Oceanic Development Foundation (CODF), and Fujian Provincial Department of Ocean and Fisheries, organized by the Fujian Institute for Sustainable Oceans (FISO), Xiamen University and COASTAL-SOS Programme, co-convened by the Ocean College of Zhejiang University, the School of Marine Science and Technology of Tianjin University, the Hainan Tropical Ocean University, the South China Sea Institute of Xiamen University, and the Center for Maritime Civilization and Strategic Development of Xiamen University.
Dignitaries including Zhang Rong, Chairmen of Xiamen University Council, Lu Bin, President of CODF, Pan Xinchun, Vice President of CODF, Weng Xinping, Deputy Director of the Fujian Provincial Department of Ocean and Fisheries, as well as academicians Su Jilan and Dai Minhan, among other guests, had gathered along with over 150 experts and scholars from 22 countries worldwide. The purpose of the workshop is to discuss technologies and approaches to promote the sustainable development of coastal areas, aiming to collectively advance reforms and development in global ocean governance.
The opening ceremony of the workshop was hosted by Prof. Xue Xiongzhi, Dean of FISO. Mr. Lu Bin and Mr. Weng Xinping delivered their opening remarks. Mr. Lu mentioned that CODF has launched a number of initiatives to counter challenges and embrace opportunities in sustainable ocean development. It has been actively promoting regional and international cooperation in coastal development, and will continue to pursue friendly, equal, mutual-beneficial and practical cooperation in the field. CODF will keep on strengthening the implementation of “Maritime Silk Road (MSR) Programs” and “Maritime Silk Road Initiatives”, ensuring an active involvement in the “Ocean Decade” action plan. Mr. Weng pointed out that ocean economy development is of high priority to Fujian Province, as it dedicates to the construction of a strong maritime province. In Prof. Zhang Rong’s welcoming remarks, he highlighted that Xiamen University has been cooperating with countries along the MSR in cultivating maritime professionals and advancing innovative marine technology. FISO, serving as a key platform for sustainable oceans, contributes to Xiamen University’s such endeavors.
The agenda followed was the unveiling ceremony of “Sustainable Coastal Development Capacity Building Lab” (hereinafter the “SCD Lab”). Prof. Pan Xinchun read the establishment document of the lab. Zhang Rong, Chairman of Xiamen University Council, Chen Danhong, Director General, International Cooperation Department, MNR, China, Lu Bin, President of CODF and Pan Xinchun, Vice President of CODF, academicians Su Jilan and Dai Minhan, Hong Huasheng, distinguished professor of Xiamen University, Zhang Haiwen, Director of China Institute for Marine Affairs, MNR, China, Peng Wei, Director General of National Ocean Technology Center, MNR, China, Weng Xinping, Deputy Director of the Fujian Provincial Department of Ocean and Fisheries, unveiled the SCD Lab, announcing the establishment of the lab. The SCD Lab, jointly established by XMU and CODF, is tasked with carrying out evaluation, enhancing capabilities, conducting country-specific research, promoting experiences, and applied research related to the sustainable development of coastal areas. The SCD Lab aims to construct a shared path for ocean-related information, establish a mechanism for expert consultations, cultivate talents in marine science and technology innovation, and support the sustainable development of coastal areas and the comprehensive management of oceans in countries along the MSR.
The inauguration of the SCD Lab marks a significant milestone for FISO, symbolizing the collective achievements of all founding units. Seizing upon the establishment of the laboratory as a pivotal moment, we are committed to further fortifying the planning of marine disciplines. Our focus extends to the cutting edge of global marine research, where we aim to delve deeply into academic exploration and actively offer strategic insights. With this foundation, our goal is to contribute to the construction of a global maritime community by generating more scientifically sound and practical public goods in the realm of ocean. These efforts align with our dedication to serving the "Belt and Road" initiative, making tangible contributions to the broader vision of sustainable coastal development and integrated ocean management.
Following the conclusion of the opening ceremony were presentation and discussion sessions. The workshop was structured around two sessions: Session One, Governance Practices on Sustainable Coastal Development, was chaired by Professor Lu Yonglong, Chair Professor at Xiamen University and the Chief Scientist of FISO. Session Two, Applied Technologies to Advance Sustainable Coastal Development, was led by Prof. Su Jilan, Academician of the Chinese Academy of Sciences and Emeritus Director of the Second Institute of Oceanography, Ministry of Natural Resources. Nine professionals from Malaysia, Indonesia, Timor-Leste, the Philippines, Singapore, Costa Rica, Thailand, Pakistan, and China delivered inspiring presentations. Following the discussions on the two sessions, the workshop proceeded to panel discussion session. Prof. Luky Adrianto, Director of the International Research Institute for Maritime, Ocean and Fisheries, IPB University, chaired this session. Experts from Bangladesh, Brunei, Cambodia, and Oman, along with participating experts, scholars, and representatives from various institutions, engaged in in-depth discussions on the topic of "Sustainable Coastal Development Capacity Evaluation". The workshop was concluded successfully amidst vibrant and enthusiastic exchanges.
Coastal zones, as crucial ecological regions on Earth, harbor rich biodiversity and hold significant economic value. However, the ecosystems of coastal areas are facing immense pressure and challenges due to factors such as climate change and human activities. This workshop brought together experts and scholars from both domestic and international arenas in the field of sustainable coastal development to address the pressing issues. The aim was to facilitate exchanges and cooperation, particularly among coastal nations, and countries along the "Maritime Silk Road", to advance sustainable development in coastal areas. This collaborative effort seeks to contribute to the implementation of the United Nations' Sustainable Development Goals. In the future, leveraging the platform of the SCD Lab and using the "Capacity Index of Sustainable Coastal Development for Countries along the Maritime Silk Road" as a focal point, we intend to consolidate resources and join hands with global partners for the "Belt and Road" initiative.
