2023年12月4日,海洋与海岸带空间规划高级研修班在厦门开幕。本次研修班由印度尼西亚海洋事务与渔业部与厦门大学福建海洋可持续发展研究院(以下简称:闽海院)共同主办,联合国海洋十年项目——Coastal-SOS项目协办,并由中国海洋发展基金会提供指导。本次活动以“海洋空间规划助力海岸带可持续发展与蓝色经济”为主题,近70位嘉宾,包含34位来自印尼海洋事务与渔业部及印尼各级政府涉海官员、科研工作者,及来自中国海洋发展基金会、中交水运规划设计院、福建海洋研究所和厦门大学相关院系代表出席了研修班开幕式。

开幕式由闽海院院长薛雄志教授主持。印尼方三位观察员——海洋事务与渔业部部长高级顾问Dyah Erowati女士、海洋空间与海洋管理规划总局秘书长Kusdiantoro先生、海洋事务与渔业部海洋空间规划执行主任Suharyanto先生分别为开幕式致开幕辞;中国海洋基金会副理事长兼秘书长潘新春教授作为中方代表致开幕辞;厦门大学校务委员会副主任、闽海院首席科学家戴民汉院士代表东道主为开幕式致欢迎辞。
Dyah Erowati女士首先感谢了闽海院为本次研修班的顺利开班所做的努力,期盼与中国的科学家们并肩努力,在海洋空间规划领域开展广泛的交流与合作,并祝愿本次研修班圆满成功;Kustiantoro先生称,印尼政府高度重视此次中印尼双方在印尼新首都(IKN)所在的巴厘巴板湾开展海洋空间规划合作,他对于此次合作充满信心,也将尽全力与闽海院协作,确保此次合作的顺利开展;Suharyanto先生感谢了活动的主协办方与指导单位,并朗读了为此次中印尼合作专门创作的短诗,掀起了开幕式的一个小高潮。

潘新春教授在致辞中提到,中国和印尼都是新兴发展中大国和G20成员国,都是推动全球经济治理和新兴国家间合作的重要力量。空间规划是空间治理的重要工具,海洋发展基金会正在与共建“一带一路”的18个沿海国家合作开展“推行海洋空间规划 助力蓝色经济发展”海上丝路项目。基金会、印尼海洋事务与渔业部及厦门大学可根据已有经验,尽快建立双方合作机制和工作专班,合作开展针对印尼的海洋空间规划编制工作;戴民汉院士代表厦门大学对远道而来的印尼学员们表示热烈欢迎。他指出,厦门大学与印尼的高校、智库、华人社团组织以及政府相关部门的合作关系源远流长,闽海院长期以来也一直积极参与中印尼间的海岸带可持续发展能力建设交流。希望借此次活动搭建一个让海洋空间规划领域专家学者深入交流、分享经验的高质量平台,并进一步扩大中国与印尼在海洋可持续发展领域的合作网络。

开幕式随后举办的是中国海洋发展基金会与印尼海洋事务与渔业部的合作备忘录签约仪式,迎来了开幕式的高潮时刻。合作备忘录由中国海洋发展基金会副理事长、秘书长潘新春教授及印尼海洋事务与渔业部海洋空间与海洋管理规划总局秘书长Kusdiantoro先生共同签署,印尼海洋事务与渔业部部长高级顾问Dyah Erowati女士、印尼海洋事务与渔业部海洋空间规划执行主任Suharyanto先生、厦门大学校务委员会副主任、闽海院首席科学家戴民汉院士和闽海院院长薛雄志教授共同见证了这一激动人心的历史时刻。该合作备忘录的签署,开启了中国-印尼在海洋空间规划领域的深入合作,为印尼新首都所在的巴厘巴板湾的海洋空间规划编制建立合作保障。闽海院将作为中方执行机构和技术支持单位,为后续合作提供知识、技术和能力建设等方面的支持。

中国与印尼两国政府已就努力构建中印尼命运共同体达成重要共识,同意加强海上合作,并签署了《中国印尼两国关于加强海上合作的谅解备忘录》、《中国自然资源部与印度尼西亚海洋渔业部关于海洋领域合作的执行安排》等一系列合作文件。本次海洋空间规划合作备忘录的签署就是中国-印尼两国政府加强海上合作的一次实践,也是闽海院对助力区域海洋可持续发展和“一带一路”倡议实施所做出的努力。
开幕式后,为期8天的研修班在潘新春教授的讲座中拉开帷幕。除了参与讲座之外,研修班成员们还将与闽海院团队就巴厘巴板湾海洋空间规划合作项目进行研讨,并前往厦门海岸带综合管理主要示范点进行实地踏勘。
On December 4, 2023, the Coastal and Marine Spatial Planning Training Workshop held its opening ceremony in Xiamen. The workshop was organized by the Ministry of Marine Affairs and Fisheries of Indonesia (MMAF), Fujian Institute for Sustainable Oceans, Xiamen University (FISO) under the supervision of the China Oceanic Development Foundation (CODF), and co-organized by the United Nations Ocean Decade project - Coastal-SOS Programme. The theme of the workshop was "Marine Spatial Planning for Sustainable Coastal Development and Blue Economy." The opening ceremony was attended by nearly 70 guests, including maritime officials from MMAF and various levels of government together with researchers from Indonesia, and representatives from the CODF, CCCC Water Transportation Consultants Co., Ltd., Fujian Institute of Oceanography, and various departments of Xiamen University.
The opening ceremony was hosted by Professor Xue Xiongzhi, Dean of FISO. Three observers from Indonesia - Ms. Dyah Erowati, Senior Advisor for the Minister of MMAF, Mr. Kusdiantoro, Secretary of Directorate General of Marine Spatial and Ocean Management of MMAF, and Mr. Suharyanto, Acting Director of Marine Spatial Planning at the MMAF - delivered opening remarks. Professor Pan Xinchun, Vice President and Secretary General of CODF, delivered opening remarks as the representative of the Chinese side. Academician Dai Minhan, Deputy Chairman of Xiamen University Council and Chief Scientist of FISO, made welcoming remarks.
Ms. Dyah Erowati thanked FISO for the smooth opening of the workshop, expressing hope for joint efforts with Chinese scientists in the field of marine spatial planning (MSP) for extensive exchanges and cooperation, and wished the workshop a complete success. Mr. Kusdiantoro stated that the Indonesian government highly values the collaboration on MSP in Balikpapan Bay Area, where the new Indonesian capital (IKN) is located. He expressed confidence in the success of this collaboration and committed to working closely with FISO to ensure its smooth implementation. Mr. Suharyanto thanked the organizers for the event and read a specially crafted poem for the two sides’ collaboration, creating a small climax during the opening ceremony.
Professor Pan Xinchun mentioned in his remarks that both China and Indonesia are emerging developing countries and G20 members, playing crucial roles in global economic governance and cooperation among emerging nations. Spatial planning is a vital tool for governance, and CODF is currently collaborating with 18 coastal countries involved in the Belt and Road Initiative on the "Marine Spatial Planning for Blue Economy" Maritime Silk Road project. He suggested that CODF, MMAF, and Xiamen University establish a cooperation mechanism and working group promptly, leveraging existing experience to facilitate MSP in Indonesia. Academician Dai Minhan, on behalf of Xiamen University, warmly welcomed the Indonesian participants, highlighting the university's longstanding engagement in sustainable coastal development capacity building exchanges between China and Indonesia. He hoped that this event would provide a high-quality platform for experts and scholars in the field of MSP to deepen their exchanges, share experiences, and further expand the cooperation network between China and Indonesia in sustainable coastal development.
Following the remarks, the event was highlighted by the signing ceremony of the Memorandum of Agreement between CODF and MMAF on the joint MSP project for the Balikpapan Bay area. The memorandum was jointly signed by Professor Pan Xinchun and Mr. Kusdiantoro. The signing was witnessed by Ms. Dyah Erowati, Mr. Suharyanto, Academician Dai Minhan and Professor Xue Xiongzhi. The signing of this memorandum marked the deepening cooperation between China and Indonesia in the field of MSP, providing support for the MSP in Balikpapan Bay area. FISO will serve as the executing and technical support unit on the Chinese side, providing knowledge, technology, and capacity-building support for the project.
The governments of China and Indonesia have reached consensus on building a community with shared future between the two countries, agreeing to strengthen maritime cooperation. The two countries have signed a series of cooperation documents, including the "Memorandum of Understanding on Maritime Cooperation between China and Indonesia”. The signing of this memorandum on MSP cooperation is a practical step in the efforts of the two governments to strengthen maritime cooperation. It also demonstrates FISO’s efforts to contribute to regional sustainable coastal development and the implementation of the Belt and Road Initiative.
Following the opening ceremony, the 8-day workshop kicked off with a lecture by Professor Pan Xinchun. In addition to lectures, participants will engage in discussions with the FISO team on the collaborative project for marine spatial planning in Balikpapan Bay area. They will also visit key integrated coastal development (ICM) demonstration sites in Xiamen.
