2024年7月10日,印尼海洋空间规划高级研修班在厦开幕,主题为“海洋空间规划推动蓝色经济发展”。此次研修班由中国海洋发展基金会提供指导,福建海洋可持续发展研究院(以下简称:闽海院)与印尼海洋事务与渔业部共同主办。作为中国海洋发展基金会支持的印尼巴厘巴板湾海洋空间规划合作项目的内容之一,本次活动为第二次面向印尼的海洋空间规划高端培训。来自印尼海洋事务与渔业部及印尼各级政府涉海官员、科研工作者,中国海洋发展基金会、福建海洋研究所和厦门大学相关院系代表出席了研修班开幕式。

开幕式由厦门大学海洋与地球学院副院长李骁麟教授主持。李骁麟教授向远道而来参与本次海洋空间规划高级研修班的来宾表示热烈的欢迎,并介绍了厦门大学海洋学科以及闽海院的成立背景与发展历程。李骁麟教授表示,希望中印尼双方海洋工作者、海洋管理决策者和科学家团队共同努力,为印尼新首都努桑塔拉及巴厘巴板湾的海洋与海岸带可持续发展和蓝色经济发展贡献力量,为中印尼两国的海上合作添砖加瓦,并祝愿中印尼双方在海洋空间规划合作领域的合作取得丰硕成果。

闽海院院长薛雄志教授作为中方代表致欢迎辞,感谢中国海洋发展基金会和印尼海洋事务与渔业部的支持,同时对印度尼西亚朋友的到来表示热烈欢迎。薛雄志教授在致辞中回顾了闽海院团队历年来与印尼海洋事务与渔业部、印尼茂物农业大学、卡渣玛达大学等高校、政府机构在科研、学位教育、海岸带可持续发展能力建设等方面的多层次合作,并签署了多份合作备忘录与协议。闽海院作为巴厘巴板湾海洋空间规划合作项目的中方执行机构和技术支持单位,将继续为后续合作提供知识、技术和能力建设等方面的支持。薛教授相信,此次活动将助力稳步推进印尼巴厘巴板湾海洋空间规划合作项目,为印尼新首都的建设贡献力量。
印尼海洋事务与渔业部部长高级顾问Dyah Erowati女士为开幕式致开幕辞。Dyah女士首先对主办方闽海院及中国海洋发展基金会的支持表示感谢,并指出,海洋空间规划这一工具对促进印尼国家发展和保障人民生活至关重要,厦门的先进经验可为印尼新首都所在的巴厘巴板湾海洋空间规划提供宝贵的参考价值。Dyah女士表示本次研修班的目标是落实印尼新首都所在的巴厘巴板湾的海洋功能区规划细节,并就相关技术、数据等问题进行交流。印尼方各级政府部门将为项目提供有力支持,希望通过此次研修班加强与中国在海洋空间规划领域的交流与合作。
开幕式落幕之际,中印尼双方在友好和谐的氛围中互相交换了富有象征意义的礼物。
随后,中国海洋发展基金会副理事长、秘书长潘新春教授以“中国海洋空间规划的实践与成就”为题,开启了研修班的第一堂课。他详细回顾了中国海洋空间规划的发展历程和中国在这一领域所取得的显著成就,展望中国海洋空间规划如何与“一带一路”倡议相结合,推动区域海洋合作与发展,并详细介绍了基金会海上丝路项目的合作模式和机制,强调通过项目合作,加强与沿线国家的交流与合作,实现互利共赢。潘新春教授表示,中国海洋发展基金会愿与印尼海洋事务与渔业部一起为实施好印尼巴厘巴板湾海洋空间规划国际合作项目而共同努力,并非常乐意分享中国在海洋空间规划领域的实践经验,推动巴厘巴板湾海洋生态环境保护、海洋资源有序开发与利用及海洋与海岸带的可持续发展。

为期一周的研修班伴随精彩的讲座正式启航。在聆听讲座之余,研修班的成员们将与闽海院的研究团队深入交流,共同探讨印尼新首都巴厘巴板湾的海洋空间规划合作项目,剖析项目细节。此外,研修班的日程还包括对厦门海岸带综合管理的主要示范点进行实地考察,感受理论与实践的结合。
On July 10, 2024, the opening ceremony of the Training Workshop for Joint Marine Spatial Planning Project in the Balikpapan Bay Area (hereinafter the “workshop”) was held in Xiamen. Themed ‘Marine Spatial Planning to Advance Blue Economy’, the workshop was supervised by the China Oceanic Development Foundation (CODF), organized by Fujian Institute for Sustainable Oceans, Xiamen University (FISO) and Ministry of Marine Affairs and Fisheries of Indonesia (MMAF). As an integral part of the Joint Marine Spatial Planning Project in the Balikpapan Bay Area (hereinafter the “MSP project”) supported by CODF, this workshop is the second tailored training workshop on marine spatial planning (MSP) for Indonesian delegates. Maritime officials and researchers from MMAF and various government departments, as well as representatives from CODF, FISO, and departments of Xiamen University, attended the opening ceremony.
The opening ceremony was hosted by Prof. Li Xiaolin, Vice Dean of the College of Ocean and Earth Sciences at Xiamen University. After welcoming the guests, he introduced the development of Xiamen University's marine discipline and the establishment of FISO. Prof. Li hopes that Chinese and Indonesian maritime professionals, decision-makers and science experts will work together to contribute to the blue economic development of the Balikpapan Bay area, building upon the efforts of the maritime cooperation between China and Indonesia. As he closed his speech, he wished for a fruitful cooperation in MSP between the two countries.
Prof. Xue Xiongzhi, Dean of FISO, delivered a welcome speech representing the Chinese side. He started by welcoming the Indonesian delegates and expressing gratitude to the CODF and MMAF for their support. Prof. Xue then reviewed the multi-level cooperation over the years between FISO team and MMAF, IPB University, Gadjah Mada University, among many universities and government institutions in Indonesia. These cooperations have spanned scientific research, degree education, and capacity building for sustainable coastal development, with multiple memorandums and agreements signed. As the executing agency and technical support unit in the Chinese side for the MSP project, FISO will continue to provide support in knowledge, technology, and capacity building activities for future cooperation. Prof. Xue believes that this workshop will help advance the MSP project and contribute to the construction of Indonesia's new capital.
Mrs. Dyah Erowati, Senior Advisor for the Minister of MMAF, delievered opening speech. Mrs. Dyah thanked the support of FISO and CODF, and pointed out that MSP, as a tool for ocean governance, is key to national development and people’s wellbeing. Xiamen’s experience in this regard provides a prescious example for the MSP in the Balikpapan Bay area, which serves as a buffer zone for the new Indonesian capital. Mrs. Dyah stated that the goal for this workshop is to discuss the details of the marine functional zones in the said area, and to exchange data and solve technical issues. She emphasized that Indonesian government departments will provide strong foundation for the MSP project, and hopes to underpin exchange and cooperation between both parties in related fields through this workshop.
At the conclusion of the opening ceremony, both sides exchanged gifts symboling friendship and cooperation.
Prof. Pan Xinchun, Vice Chairman and Secretary General of CODF, delivered the first lecture of the workshop titled "Practices and Achievements of China's Marine Spatial Planning." He provided a detailed overview of the history of China's MSP and its achievements. He also looked ahead at how China's MSP could integrate with the "Belt and Road" initiative to promote regional maritime cooperation and development. Additionally, he introduced the cooperative models and mechanisms of CODF’s Maritime Silk Road (MSR) projects, through which countries along the MSR could be brougt together for win-win cooperations. Prof. Pan stated that CODF is willing to work together with MMAF to effectively implement the MSP project in the Balikpapan Bay area. He hopes that the sharing of Chinese experience and practices could help promote marine ecological protection, optimization of marine resources and the sustainable development of the coastal zones in the Balikpapan Bay area.
The week-long workshop officially set sail with this engaging lecture. In addition to attending the lectures, the delegates will have in-depth exchanges with the research team of FISO, jointly discussing the MSP project and analyzing project details. Moreover, the schedule of the training course includes field visits to Xiamen's integrated coastal management demonstration sites, which will allow participants to receive more straightforward information in coastal management.
