2024年9月26日,备受瞩目的海上丝路国家海洋空间规划工作交流会在北京成功召开。大会由中国海洋发展基金会主办,中国国家海洋技术中心、厦门大学、自然资源部海岛研究中心、海南省海洋厅联合承办。其中,福建海洋可持续发展研究院(厦门大学)(即福建海洋智库,以下简称:闽海院)代表厦门大学承担具体的承办工作。此次会议旨在研究落实中国支持高质量共建“一带一路”的八项行动,设计并实施更多小而美的海洋项目。中国全国人大环资委副主任委员王宏,中国自然资源部副部长、国家海洋局局长孙书贤,商务部投资促进事务局党委副书记桑晓娟,国际海底管理局秘书长迈克尔·洛奇(Michael Lodge),安提瓜和巴布达议员(前海洋渔业部长)阿西尔·迪恩·乔纳斯(Anthill Dean Jonas),加勒比区域渔业机制秘书长米尔顿·奥斯瓦尔德·霍顿(Milton Haughton),联合国教科文组织政府间海洋学委员会非洲及邻近岛屿国家分委会主席阿法恩·库阿迪奥(Affian Kouadio)等通过线上线下相结合的方式在开幕式上发表致辞。来自共建“一带一路”约60个国家、10余个国际组织、国际高端智库代表,以及中国全国人大环资委、中国自然资源部、中央外办、外交部、商务部、生态环境部、沿海省市海洋行政部门、海洋科研院所大学、有关央企、国企和中央智库等300余人参加会议。

《2024“海丝”沿线国家海岸带可持续发展能力指数报告》发布


本次大会发布了由中国海洋发展基金会与福建海洋可持续发展研究院(厦门大学)联合编制的海洋公共产品《2024“海丝”沿线国家海岸带可持续发展能力指数报告》(点击下载中英文报告)。闽海院院长薛雄志对此做了简要介绍。报告的评价对象是与中国正式签署“一带一路”合作文件国家中的49个“海上丝绸之路”国家,其中23个亚洲国家,5个欧洲国家,14个非洲国家,7个美洲国家。报告根据科学性、代表性、独立性和目标相关性的指标设计原则,在保证数据来源具有可靠性、数据可得或可测、可定期更新以及具有国家或地区可比性的基础上,按照大气、土地、海洋、淡水资源、生物多样性、社会发展与经济发展7个主题选取了35个指标,分析了相关“海丝”沿线国家海岸带可持续发展的能力,对海岸带区域的生态环境、资源开发、承载能力、发展潜力等做出科学评价,作为科学研究成果,供评价对象国家决策参考,以期促进全球海岸带可持续发展。《“海丝”沿线国家海岸带可持续发展能力指数报告》自 2021 年起已连续四年面向全球发布,其评价范围更是扩展至49个国家。在本届海上丝路国家海洋空间规划工作交流会开幕式上,该报告一经发布就受到了国内外嘉宾的高度关注。

技术协议签署


此外,本次大会上闽海院还与印尼海洋事务与渔业部海洋空间规划局签订了技术合作协议。该协议是在中国海洋发展基金会与印尼海洋事务与渔业部签署的合作备忘录框架下签订的具体执行协议,旨在对印尼新首都所在的巴厘巴板湾海洋空间规划项目的具体任务分解、双方执行单位分工、能力建设等进行明确和安排,是印尼巴厘巴板湾海洋空间规划合作项目的一个里程碑事件,将为项目的顺利推进提供保障。该海洋空间规划项目既是闽海院团队与印尼海洋事务与渔业部基于多年友好合作伙伴关系的重要合作项目,也是落实我国支持印尼新首都建设的实际行动。该技术合作协议由闽海院院长薛雄志和印尼海洋事务与渔业部海洋空间与海洋管理总局海洋空间规划执行主任Suharyanto共同签署,中国全国人大环资委副主任委员王宏、中国海洋发展基金会理事长吕滨、自然资源部总工程师何广顺、自然资源部国际合作司司长陈丹红、海洋出版社有限公司董事长郭利伟、中国海洋发展基金会监事长吴平、自然资源报社总编辑赵晓涛、海洋出版社有限公司总经理石忠献、中交疏浚(集团)股份有限公司党委书记兼董事长刘永满、柬埔寨环境部处长Suy Thea,以及印尼海洋事务与渔业部部长高级顾问Dyah Erowati共同见证了技术合作协议的签署。

平行论坛:海岸带综合管理


当日下午,大会同期举行了四个平行论坛,分别围绕“海洋空间规划” 、“海岸带综合管理”、“海洋生态环境保护”和“蓝色经济发展”等主题展开深入交流。闽海院作为承办单位之一,具体负责了“海岸带综合管理”平行论坛的组织工作。论坛以“海岸带综合管理:提高海上丝路国家可持续发展能力”为主题,旨在通过海岸带综合管理经验和技术的交流与分享,推动海丝沿线国家在海洋与海岸带可持续发展领域的深度交流与合作,共同推动蓝色经济的发展。本次平行论坛由印尼茂物农业大学海事海洋与渔业国际研究院主席Luky Adrianto教授主持,共吸引了来自菲律宾、克罗地亚、喀麦隆、缅甸、马来西亚、莫桑比克、圣多美和普林西比、突尼斯、文莱、西班牙、新加坡、印尼和中国等13个国家的近60名嘉宾参加。

首先进行的是主题演讲环节,多位国内外重量级嘉宾和专家发表精彩演讲:东亚海环境管理伙伴关系组织执行主任Aimee Gonzales女士介绍了东亚海地区的海岸带综合管理与海洋空间规划的实践经验;印尼海洋事务与渔业部海洋空间与海洋管理总局海洋空间规划执行主任Suharyanto先生重点介绍了印尼海洋事务与渔业部与闽海院合作的印尼巴厘巴板湾海洋空间规划项目及其对印尼蓝色经济发展的作用与意义;中国自然资源部第三海洋研究所所长蔡锋教授分享了海滩修复技术与经验;马来西亚登嘉楼大学商业经济与社会发展学院副院长Nazli Aziz副教授分享了登嘉楼大学与闽海院合作的马来西亚空间规划合作项目的进展及其对推动马来西亚更广泛区域实行海洋空间规划的促进意义;自然资源部海洋减灾中心许国栋主任分享了海岸带生态与防灾减灾的具体技术方法与实践经验;新加坡国立大学热带海洋科学研究所高级研究员Ow Yan Xiang博士详细介绍了新加坡在海岸带综合管理领域所做的努力和取得的成果;文莱达鲁萨兰大学讲师Izni Azrein Bin Noor Azalie 探讨了从多维度视角分析海岸带可持续发展能力指数对蓝色治理的作用与意义;最后,闽海院院长薛雄志教授探讨了海岸带综合管理与海洋空间规划的内在关联与相互促进。

随后进行的是专题讨论环节。莫桑比克埃德华多·蒙德拉内大学高级讲师/研究员Avelino Angelo Adolfo Langa,克罗地亚鲁杰尔·博斯科维奇研究所高级科学家Neven Cukrov, 突尼斯国家海洋科学与技术研究所高级研究员Sana Ben Ismail,中国国家海洋环境监测中心副研究员杜金秋、中国自然资源部海洋减灾中心国际合作首席专家郭寅峰及来自厦门大学的博士研究生、圣多美和普林西比农业渔业和农村发展部渔业局环境监督员Wilfred Zcarias等围绕主题分享了各自的研究成果和对海岸带综合管理实践的见解等。与会嘉宾一致认为,海岸带综合管理与海洋空间规划等管理工具对推动海洋与海岸带可持续发展、促进各国蓝色经济的健康发展至关重要,并期待“海丝”国家之间的深度交流与合作。

闭幕式


最后,本次交流会在大会主办方中国海洋发展基金会副理事长兼秘书长潘新春教授热情洋溢的闭幕总结中顺利结束。此次工作交流会的召开,由中国海洋发展基金会和闽海院联合编制的海洋公共产品《2024年“海丝”沿线国家海岸带可持续发展能力指数报告》引起广泛关注,多个国外科研院所表达了与闽海院合作的意愿。作为本次会议发布的助力共建“一带一路”海洋可持续发展合作倡议和支持高质量共建“一带一路”八项行动中重要的一部分,闽海院及依托闽海院建设的海岸带可持续发展能力建设实验室将不遗余力,致力于推广中国海洋治理经验,并积极推动与“海丝”沿线国家在能力指数评估、海洋空间规划和海岸带综合管理领域的合作,助力国家“一带一路”倡议的实施,共同谱写海洋可持续发展的新篇章。

Opening Ceremony


On September 26, 2024, the Marine Spatial Planning Cooperation Workshop of Maritime Silk Road Partner Countries was successfully held in Beijing. The Workshop was hosted by the China Oceanic Development Foundation (CODF), co-organized by the National Ocean Technology Center of Ministry of Natural Resources (MNR), P. R. China, Xiamen University, the Island Research Center of MNR, P. R. China, and the Province Oceanic Administration of Hainan. Fujian Institute for Sustainable Oceans of Xiamen University (FISO) undertook the event preparation on behalf of Xiamen University. The Workshop aimed to identify implementation paths for China's eight major steps to support high-quality Belt and Road (B&R) cooperation, and to design and implement more “small and beautiful” marine projects. Wang Hong, Vice Chairperson of the Environmental Protection and Resources Conservation Committee of the National People's Congress, P. R. China, Sun Shuxian, Administrator of the State Oceanic Administration and Vice Minister of MNR, P. R. China, Sang Xiaojuan, Deputy Party Secretary of the Investment Promotion Agency of the Ministry of Commerce, P. R. China, Michael Lodge, Secretary-General of the International Seabed Authority, Athill Dean Jonas, Councilor of Antigua and Barbuda (former Minister of Ministry of Marine Fisheries), Milton Haughton, Executive Director of the Caribbean Regional Fisheries Mechanism (CRFM) Secretariat, and Affian Kouadio, Chairman of UNESCO’s Intergovernmental Oceanographic Commission Sub Commission for Africa and the Adjacent Island States (IOCAFRICA), delivered online/offline speeches at the opening ceremony. Representatives from approximately 60 countries participating in the B&R  Initiative, more than 10 international organizations, and international think tanks, as well as officials and professionals from the Environmental Protection and Resources Conservation Committee of the National People's Congress of P. R. China, MNR, the Office of the Foreign Affairs Commission of the CPC Central Committee, the Ministry of Foreign Affairs of P. R. China, the Ministry of Commerce of P. R. China, the Ministry of Ecology and Environment of P. R. China, marine administrative departments of coastal provinces and municipalities, marine scientific research institutes, universities, central enterprises, and state-owned enterprises, attended the Workshop.


Official Release of the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road 2024 (CISCD 2024)


The Workshop officially released the marine public goods Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road 2024 (click here to download), jointly compiled by CODF and FISO. Prof. Xue Xiongzhi, Dean of FISO provided a brief introduction of the CISCD 2024. It evaluates 49 Maritime Silk Road (MSR) countries that have officially signed cooperation documents with China under the B&R Initiative, including 23 Asian countries, 5 European countries, 14 African countries, and 7 American countries. The CISCD follows the principles of scientific, representative, independent, and target-relevant indicator design, ensuring that the data sources are reliable, accessible/measurable, can be updated regularly, and comparable across countries or regions. It selects 35 indicators under seven themes: atmosphere, land, ocean, freshwater, biodiversity, social development, and economic development, to analyze the coastal sustainable development capacity of relevant MSR countries. It provides a scientific evaluation of the ecological environment, resource development, carrying capacity, and development potential of the coastal areas, serving as a scientific research outcome to inform decision-making in the evaluated countries, with the aim of promoting global coastal sustainable development. The CISCD has been released globally for four consecutive years since 2021, and its evaluation scope has expanded to 49 countries. At the opening ceremony, the CISCD garnered widespread attention from guests from home and abroad upon its release.


Technical Cooperation Agreement Signing


During this Workshop, FISO also signed a Technical Cooperation Agreement with the Directorate of Marine Spatial Planning of the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia (MMAF). This document is a detailed implementation agreement signed under the framework of the Memorandum of Agreement between CODF and MMAF. It aims to clarify tasks breakdown, specify responsibilities of FISO and MMAF, and arrange capacity building activities for the joint marine spatial planning project in the Balikpapan Bay area, where Indonesia's new capital is located. It is a milestone event for the joint marine spatial planning project, which will provide a safeguard for its smooth progress. The project is a highlight in the long-term friendly cooperative relationship between FISO team and MMAF, and a firm step forward to supporting the construction of Indonesia's new capital. The Technical Cooperation Agreement was signed by Prof. Xue Xiongzhi, Dean of FISO, and Mr. Suharyanto, Acting Director of Marine Spatial Planning at the Directorate General of Marine Spatial Planning of the MMAF. The signing was witnessed by Wang Hong, Vice Chairperson of the Environmental Protection and Resources Conservation Committee of the National People's Congress of P. R. China, Lv Bin, President of CODF, He Guangshun, Chief Engineer of the MNR, Chen Danhong, Director General of the International Cooperation Department of MNR, Guo Liwei, Chairman of China Ocean Press Co., Ltd., Wu Ping, Supervisor of CODF, Zhao Xiaotao, Editor-in-Chief of Natural Resources Newspaper, Shi Zhongxian, General Manager of China Ocean Press Co., Ltd., Liu Yongman, Party Secretary and Chairman of CCCC Dredging (Group) Co., LTD, Suy Thea, Director of Department of Coastal Zone and Marine Conservation at the Ministry of Environment in Cambodia, and Dyah Erowati, Senior Advisor to the Minister of the MMAF.


Parallel Session: Integrated Coastal Zone Management


In the afternoon, the Workshop ran four parallel sessions focusing on themes "Marine Spatial Planning", "Integrated Coastal Zone Management", "Marine Ecological Environment Protection", and "Blue Economy Development" respectively, facilitating in-depth exchanges on these topics. As one of the organizing units, FISO was responsible for the organization of the “Integrated Coastal Zone Management” parallel session. Themed “Integrated Coastal Zone Management: Improving the Sustainable Development Capacity of Maritime Silk Road Partner Countries”, the session aimed to promote in-depth exchanges and cooperation among countries along the MSR in the field of sustainable ocean and coastal development through the sharing of experiences and technologies in the field, and to jointly advance the development of the blue economy. The parallel session was chaired by Prof. Luky Adrianto, Chairperson of the International Research Institute for Maritime, Ocean and Fisheries, IPB University, and attracted nearly 60 guests from 13 countries, including Brunei, Cameroon, China, Croatia, Indonesia, Malaysia, Mozambique, Myanmar, Philippines, São Tomé and Príncipe, Singapore, Spain, and Tunisia.


The session started with invited presentation, where guests and experts from home and abroad delivered inspiring presentations: Ms. Aimee Gonzales, Executive Director of the Partnership for Regional Environmental Management in the Seas of East Asia (PEMSEA), introduced the practical experience of integrated coastal zone management and marine spatial planning in the East Asian Seas region; Mr. Suharyanto, Acting Director of Marine Spatial Planning at the Directorate General of Marine Spatial Planning of MMAF, focused on the marine spatial planning project of the Balikpapan Bay in Indonesia in cooperation with FISO, as well as the project’s role and significance in the advancement of Indonesia's blue economy; Professor Cai Feng, Director General of the Third Institute of Oceanography of MNR, P. R. China, shared beach nourishment techniques and experiences; Associate Professor Nazli Aziz, Deputy Dean (Talent & Research) of Faculty of Business, Economics and Social Development at Universiti Malaysia Terengganu, shared the progress of the Joint Marine Spatial Planning Project in cooperation with FISO and its significance in promoting the implementation of marine spatial planning in the broader region of Malaysia; Director General Xu Guodong from the National Marine Hazard Mitigation of MNR, P. R. China shared technical methods and practical experience in coastal ecology and disaster prevention and mitigation; Dr. Ow Yan Xiang, Senior Researcher at the Tropical Marine Science Institute of the National University of Singapore, detailed Singapore's efforts and achievements in the field of integrated coastal zone management; Mr. Izni Azrein Bin Noor Azalie, lecturer at Universiti Brunei Darussalam, explored the role and significance of the sustainable coastal development capacity index in blue governance from a multidimensional perspective; Finally, Professor Xue Xiongzhi, Dean of FISO, explored the intrinsic connection and mutual enhancement between integrated coastal management and marine spatial planning.


Following the presentations was the panel discussion session. Mr. Avelino Angelo Adolfo Langa, Senior Lecturer/Researcher at Eduardo Mondlane University in Mozambique, Mr. Neven Cukrov, Senior Scientist at the Ruder Boskovic Institute in Croatia, Ms. Sana Ben Ismail, Senior Researcher in Marine Environment Laboratory at the National Institute of Marine Sciences and Technologies in Tunisia, Dr. Du Jinqiu, Associate Research Fellow at the National Marine Environmental Monitoring Center, P. R. China, Mr. Guo Yinfeng, Chief International Cooperation Expert at the National Marine Hazard Mitigation of MNR, and Wilfred Zcarias, a Ph.D. student from Xiamen University and Sanitary Inspector for fisheries products at the Fisheries Directorate of the Ministry of Agriculture, Fisheries, and Rural Development in São Tomé and Príncipe, shared their research findings and insights on the practice of integrated coastal zone management. The participants agreed that integrated coastal zone management and marine spatial planning, as management tools, are crucial for promoting the sustainable development of oceans and coasts and fostering the healthy development of blue economy. They also looked forward to more in-depth exchanges and cooperation among the MSR countries in the future.


Closing Ceremony


The Workshop concluded with a warm closing summary by Prof. Pan Xinchun, Vice President and Secretary General of CODF. The CISCD, an important part of the "Initiative for Promoting Sustainable Ocean Development of B&R Countries" and the "Eight Initiatives for Promoting Sustainable Ocean Development of B&R Countries" launched at this Workshop, has attracted widespread attention, with several foreign research institutes expressing interests in cooperating with FISO. Therefore, FISO and also the Sustainable Coastal Development Capacity-Building Research Lab, which is built relying on FISO, will spare no efforts to share China's ocean governance experience and actively promote cooperation with countries along the MSR in the fields of capacity index assessment, marine spatial planning, and integrated coastal management. All of these actions will support the implementation of China's B&R Initiative, and contribute to a new chapter in the sustainable development of the ocean.
