印尼巴厘巴板湾海洋空间规划合作研究项目座谈研讨

2025年5月6日至22日,印尼海洋事务与渔业部海洋空间规划局空间分析师Deenisa、印尼坤甸海洋与海岸带资源管理局海洋与海岸带生态系统管理专员Hetty Priyanti Efendi作为访问学者,至厦门大学福建海洋可持续发展研究院(闽海院)开展访问交流。5月8日下午,两位访问学者与中方技术团队就双方合作的印尼新首都所在巴厘巴板湾海洋空间规划研究项目进行座谈,围绕项目进展及相关技术问题展开研讨。

座谈会上,双方就各自的工作进展进行了汇报。闽海院团队介绍了巴厘巴板湾现状分析报告的撰写情况,并提出了研究区域面临的问题和挑战;印尼团队则分享了巴厘巴板湾已有的规划基础,包括工业区、港口区等,并阐释了目前存在的一些用海冲突情况。

之后,双方对项目的一些具体技术问题展开了热烈的研讨,如岸线的划定、中央政府与省级政府的管辖权属、新首都的发展定位等关键议题。此外,本次研讨会还讨论了中方团队将于近期赴巴厘巴板湾实地踏勘的具体计划,以确保项目工作的顺利推进。

印尼巴厘巴板湾海洋空间规划合作研究项目由中国海洋发展基金会支持,立足中国陆海统筹及海洋与海岸带综合管理经验,旨在助力印尼新首都建设提供海洋空间规划顶层设计支撑。巴厘巴板湾拥有丰富的海洋与海岸带资源,对印尼新首都努桑塔拉具有重要的战略意义。该海洋空间规划合作项目的开展,不仅是中印尼双方在海岸带综合管理和海洋空间规划领域的交流,更是中印尼政府间G2G协议合作框架下的重要实践,为两国践行海洋治理与可持续发展目标注入新动能。

闽海院薛雄志教授和李杨帆教授团队,及福建海洋研究所团队——福建省海岛与海岸带管理技术研究重点实验室主任罗美雪研究员、副主任翁宇斌副研究员和副主任孔昊副研究员,孙芹芹副研究员、海岛与海岸带研究中心副主任涂振顺出席本次座谈会。


From May 6 to 22, 2025, Ms. Deenisa, Head of Cooperation and Data for Directorate General of Marine Spatial Planning, Ministry of Marine Affairs and Fisheries (MMAF) of Indonesia, and Ms. Hetty Priyanti Efendi, Coastal Marine and Ecosystem Manager of Coastal and Marine Resources Management Agency of Pontianak, were invited to Fujian Institute for Sustainable Oceans (FISO), Xiamen University, as visiting scholars. On May 8, the Chinese technical team of the Joint Marine Spatial Planning (MSP) project for the Balikpapan Bay area (where Indonesia’s new capital Nusantara is located) and the two visiting scholars held a seminar on the project, focusing on project progress and technical issues.

During the seminar, both sides reported on the current work progress. The Chinese team presented the current status analysis report for Balikpapan Bay and highlighted the challenges and issues facing the study area. The Indonesian team shared the existing conditions in the Balikpapan Bay area, including industrial zones and port areas, and elaborated on current sea use conflicts.

The two sides then engaged in discussions on technical issues, such as shoreline delineation, jurisdiction of different areas, and the development visions of the new capital. Additionally, the seminar included discussions on the Chinese team’s upcoming field survey in Balikpapan Bay, aimed at ensuring the smooth progress of the project.

The joint research project on the MSP for Balikpapan Bay is supported by the China Oceanic Development Foundation. Drawing on China’s experience in integrated land-sea coordination and MSP, the project aims to provide systematic MSP support for Indonesia’s new capital. Balikpapan Bay is rich in marine and coastal resources and holds strategic value for Nusantara. This collaborative project represents not only an exchange between China and Indonesia in the field of integrated coastal management and marine spatial planning but also an important practice under the G2G cooperation framework between the two governments. It injects new momentum into the two countries’ efforts toward marine governance and sustainable development goals.

Attendees of the seminar included Professor Xue Xiongzhi and Professor Li Yangfan’s teams from FISO, as well as the team from the Fujian Institute of Oceanography, including Research Fellow Luo Meixue, Director of the Fujian Provincial Key Laboratory of Coast and Island Management Technology Study, Associate Research Fellow Weng Yubin and Associate Research Fellow Kong Hao, Deputy Directors of the same laboratory, Associate Research Fellow Sun Qinqin, and Deputy Director of the Island and Coastal Zone Research Center Tu Zhenshun.
