2025年6月24日至27日,福建海洋可持续发展研究院(厦门大学)(以下简称:闽海院)联合厦门市社科院共同赴青岛市、上海市开展海洋经济发展专题调研,深入了解两地海洋产业创新实践,为“十五五”海洋经济规划及相关课题研究汲取经验。此次调研由闽海院院长薛雄志教授、厦门市社科院副院长徐隆教授带队,厦门市社科院科研管理部科研人员陈戈铮,闽海院办公室主任林晓燕,项目业务专员胡小芬,硕士研究生赵骁阳、邱晨等参与调研。
团队首先赴青岛市崂山区及黄岛区(西海岸新区)的海洋科技企业展开调研,先后考察青岛镭测创芯科技有限公司、博益特生物材料股份有限公司、双瑞海洋环境工程股份有限公司、鲁海丰食品集团有限公司、明月海藻集团有限公司,了解海洋生物医药与材料、信息技术、环境工程、海洋牧场、海藻产业等领域的前沿技术、成果转化及创新链构建路径,挖掘海洋高新产业在技术转化、市场拓展中的典型模式,形成海洋资源开发和科技创新融合的实践样本。
完成青岛调研后,团队赴上海市临港新区展开调研,走访上海咪啰信息科技有限公司、中创物流有限公司与上海智冷供应链有限公司,实地考察港航数字化转型中的智能港口建设与全链路物流数智化实践。同时,团队与上海海事大学物流科学与工程研究院开展座谈,就港航与物流行业科技成果转化、高校扶持政策等内容进行深入交流。此外,团队专程访问上海市社会科学院,围绕智库建设和科研成果转化的体制机制创新等议题开展专题研讨。
此次为期四天的调研活动,团队通过实地调研、企业走访和座谈交流等多元形式,系统梳理了青岛、上海两地在海洋生物医药、信息技术、港航物流等领域的创新实践。团队重点关注政府政策扶持体系对海洋经济的赋能效应,深入剖析智慧港航、冷链物流等产业的数智化运行模式,积累了涵盖技术创新、成果转化、管理升级的丰富案例。
闽海院表示,将依托多学科交叉科研优势,深化与地方政府、科研机构及企业的协同合作,将调研成果转化为“十五五”海洋经济规划编制的智力支持,持续为海洋经济高质量发展、海洋强国战略实施提供专业化智库方案。
From June 24 to 27, 2025, the Fujian Institute for Sustainable Oceans of Xiamen University (FISO) and the Xiamen Academy of Social Sciences jointly conducted a thematic research visit on marine economic development in Qingdao and Shanghai, aiming to gain insights into local innovations in the marine industry and draw experience to support the formulation of the Chinese 15th Five-Year Plan for Marine Economy and related research projects. The delegation was led by Professor Xue Xiongzhi, Dean of FISO, and Professor Xu Long, Deputy Director of the Xiamen Academy of Social Sciences. Other delegates included Chen Gezheng (Research Management Department of the Academy), Lin Xiaoyan (Office Director of FISO), Hu Xiaofen (Project Specialist of FISO), and master’s students Zhao Xiaoyang and Qiu Chen.
The team first visited Laoshan District and Huangdao District (West Coast New Area) in Qingdao, conducting field research at several marine technology enterprises, including: Qingdao Leice Transient Technology Co., Ltd., Qingdao Biotemed Biomaterials Co.,Ltd, Qingdao Sunrui Water Environmental Engineering Co., Ltd., Qingdao Luhaifeng Ocean Ranch Co., Ltd. and Bright Moon Seaweed Group Co., Ltd. The study focused on frontier developments in marine biomedicine and materials, information technology, environmental engineering, marine ranching, and the seaweed industry. The team explored pathways for technology transfer and innovation chain development, identifying typical models in technology commercialization and market expansion, and collected practical cases showcasing the integration of marine resource development with technological innovation.
Following the Qingdao visit, the team traveled to the Lingang New Area of Shanghai, where they visited Shanghai Milo Information Technology Co., Ltd., China Master Logistics Co., Ltd. and Zhileng Supply Chain Co., Ltd. The team explored smart port development and full-chain logistics digitalization in the context of the digital transformation of port and shipping industries. A roundtable discussion was also held with the Institute of Logistics Science and Engineering at Shanghai Maritime University, focusing on technology transfer in the port and logistics sector and university support policies. In addition, the team visited the Shanghai Academy of Social Sciences for an in-depth discussion on institutional innovation in research transformation.
Through on-site visits, enterprise tours, and academic exchanges over the four-day research, the team systematically reviewed innovative practices in marine biomedicine, information technology, and port logistics in both Qingdao and Shanghai. Particular attention was paid to how government policy support systems empower the marine economy, and to the digital-intelligent operational models of smart port and cold chain logistics industries. The team gathered rich case materials spanning technological innovation, result transformation, and management upgrading.
FISO emphasized that it will continue to leverage its interdisciplinary research strengths, deepen cooperation with local governments, research institutions, and enterprises, and transform the field study findings into intellectual input to support the drafting China’s 15th Five-Year Plan for Marine Economy. The institute remains committed to delivering tailored solutions to support the high-quality development of China’s marine economy and the advancement of the Maritime Power Strategy.
