闽海院在第三届海上丝路共建国家海洋空间规划工作交流会上发布重要公共产品

2025年9月28日,由中国海洋发展基金会主办的“第三届海上丝路共建国家海洋空间规划工作交流会暨海洋空间规划国际共同体大会”在北京隆重举行(详见中国海洋发展基金会新闻)。福建海洋可持续发展研究院(厦门大学)(以下简称“闽海院”)作为厦门大学代表单位,与国家海洋技术中心、中交水运规划设计院有限公司、自然资源部海岛研究中心共同承办本次会议。会议汇聚了来自全球60多个国家和国际组织的120余位外方代表、200余位国内单位代表现场参会,另有2000余名代表线上参与,共同探讨海洋空间规划与蓝色经济发展的国际合作路径。

闽海院发布《“海丝”沿线国家海岸带
可持续发展能力指数报告(2025)》



作为本次会议对外发布的重要公共产品之一,《“海丝”沿线国家海岸带可持续发展能力指数报告(2025)》(访问https://fiso.xmu.edu.cn可下载中英文报告)在开幕式上正式发布。该报告由中国海洋发展基金会与闽海院联合编制,闽海院院长薛雄志在大会上作发布宣介。该报告是海岸带可持续发展评估合作行动的具体成果,已连续五年发布。2025年报告覆盖50个海上丝路国家,含亚洲23国、欧洲5国、非洲15国、美洲7国。报告构建了涵盖大气、土地、海洋、淡水资源、生物多样性、社会发展与经济发展等7大主题、19个子主题和35项指标的评估体系,为各国海岸带区域的生态环境、资源开发与可持续发展能力提供科学评价与决策参考。报告一经发布,便受到与会国内外嘉宾的高度关注。

海洋空间规划国际共同体“八项行动”计划



会议期间,中国海洋发展基金会宣布成立海洋空间规划国际共同体,以推动“一带一路”沿海国家的海洋政府部门、科研院校、社会团体、专家学者和海洋国际组织、区域组织等的经验交流、合作研究和信息共享,促进共同发展。为支持共同体发展,中国海洋发展基金会发布了支持“海洋空间规划国际共同体”的八项行动,闽海院多项工作被纳入其中,共同助力海洋治理能力提升。

“海岸带综合管理与向海经济”平行论坛



当日下午,大会同期举办了四个平行论坛,闽海院/海岸带可持续发展能力建设实验室承办了“海岸带综合管理与向海经济”论坛。该论坛旨在通过经验与技术分享,推动“海丝”沿线国家在海洋与海岸带可持续发展领域的务实合作,共同探索蓝色经济的高质量发展之路。论坛由印尼茂物农业大学海事海洋与渔业国际研究院主席 Luky Adrianto 教授和闽海院院长薛雄志教授共同主持,来自阿尔及利亚、巴基斯坦、东帝汶、菲律宾、马来西亚、缅甸、文莱、泰国、希腊、新加坡、印尼和中国等12个国家的80多名嘉宾线上线下参会,14位国内外嘉宾作精彩报告和发言。

本次会议是落实中国支持高质量共建“一带一路”八项行动的具体实践,为推动海上丝路国家海洋空间规划合作、促进蓝色经济发展、实现联合国海洋可持续发展目标贡献了中国智慧与中国方案。未来,闽海院将在海洋空间规划国际共同体框架下,更好地发挥海洋智库功能,为“一带一路”绿色发展提供技术与能力建设支持,共筑可持续发展蓝色未来。

On 28 September 2025, the 3rd Marine Spatial Planning Cooperation Workshop for Maritime Silk Road Partner Countries & The Conference of the Marine Spatial Planning Partnership, hosted by the China Oceanic Development Foundation (CODF), was successfully held in Beijing. FISO served as one of the co-organizers on behalf of Xiamen University, together with the National Ocean Technology Center, Ministry of Natural Resources, PRC; CCCC Water Transportation Planning and Design Institute Co., Ltd.; and, the Island Research Center of the Ministry of Natural Resources, PRC.


The conference brought together over 120 international representatives from more than 60 countries and international organizations, along with over 200 domestic participants onsite and more than 2,000 participants online, to jointly explore pathways for international cooperation in marine spatial planning and blue economy development.


FISO Releases the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road 2025

As one of the key public goods launched at the conference, the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road 2025 (referred to as “CISCD 2025”)—available for download in both Chinese and English at https://fiso.xmu.edu.cn—was officially released during the opening ceremony. Prof. Xue Xiongzhi, Dean of FISO, delivered a presentation at the conference to introduce the research. The CISCD 2025, which is jointly compiled by CODF and FISO, represents a concrete achievement under the cooperative action on coastal sustainable development assessment and has been released annually for five consecutive years. The 2025 edition covers 50 Maritime Silk Road countries, including 23 in Asia, 5 in Europe, 15 in Africa, and 7 in the Americas.


The assessment framework consists of 7 themes, 19 sub-themes, and 35 indicators, encompassing atmosphere, land, ocean, freshwater, biodiversity, social development, and economic development. The report provides scientific evaluation and decision-making references for coastal ecological conditions, resource utilization, and sustainable development capacity across 50 countries. Upon release, the report drew wide-spread attention from domestic and international audiences.


FISO’s Work Included in CODF’s “Eight Initiatives” to Support the Marine Spatial Planning Partnership

During the conference, CODF officially announced the establishment of the Marine Spatial Planning Partnership, aimed at promoting experience exchange, collaborative research, and information sharing among government sectors, research institutions, non-governmental organizations, and international/regional marine organizations of Belt and Road coastal countries.


To support the development of the Partnership, CODF launched the Eight Initiatives, within which several key initiatives and ongoing efforts of FISO were included, contributing to the enhancement of marine governance capacity.


FISO Hosts the Parallel Session of “Workshop on Integrated Coastal Management and Maritime Economy”

In the afternoon, FISO and the Sustainable Coastal Development Capacity-Building Research Lab (SCD Lab) hosted one of the four parallel sessions, themed “Integrated Coastal Management and Maritime Economy.”


The workshop aimed to promote practical cooperation among Maritime Silk Road partner countries in sustainable coastal development through knowledge- and technology-sharing, and to explore high-quality development pathways for the blue economy.


The workshop was co-chaired by Prof. Luky Adrianto, Chair of the International Institute for Maritime, Marine Sciences and Fisheries, IPB University (Indonesia), and Prof. Xue Xiongzhi. More than 80 participants from 12 countries—including Algeria, Brunei, China, Greece, Indonesia, Malaysia, Myanmar, Pakistan, the Philippines, Singapore, Thailand, and Timor-Leste—joined onsite and online. Fourteen speakers delivered insightful presentations and remarks.


This conference constitutes a concrete action in implementing China’s Eight Major Steps to Support High-quality Belt and Road Cooperation, contributing Chinese wisdom and solutions to advancing MSP cooperation among Maritime Silk Road countries, promoting blue economy development, and supporting the achievement of the UN Sustainable Development Goals for the oceans.


Moving forward, under the framework of the Marine Spatial Planning Partnership, FISO will further leverage its role as a multidisciplinary platform, providing technical and capacity-building support for the green development of the Belt and Road, and jointly building a sustainable blue future.
