自2020年以来,由厦门大学、中国海洋发展基金会、福建省海洋与渔业局主办,福建海洋可持续发展研究院(下称“闽海院”)为主组织承办的“永续海洋论坛”已连续六年在厦门成功举办。作为鹭江创新实验室先行先试的重要组成部分及永续海洋枢纽核心支柱单位,闽海院六年间始终锚定“海洋可持续发展”核心目标,聚焦全球海洋治理热点议题,汇聚国内外政产学研用各界力量,从智库建设的思想奠基到国际协同的网络构建,从技术创新的路径探索到产业赋能的实践落地,逐步成长为区域内海洋领域思想碰撞、成果转化、务实合作的知名品牌平台,为构建海洋命运共同体持续注入“厦大智慧”与“福建力量”。
2020 启航奠基 搭建智库核心平台
2020年11月21日,首届永续海洋论坛暨福建海洋可持续发展研究院学术委员会扩大会议在厦门召开,主题聚焦“中国海洋智库在国际国内海洋治理中的作用研讨与经验分享暨智库建设”。全国20多个科研院所、政府部门的60余位专家学者齐聚鹭岛,中国科学院苏纪兰院士、戴民汉院士,及洪华生教授、潘新春教授、乔方利教授等海洋学界多位资深专家参会。
作为 2020 年 2 月正式成立的省级多学科交叉平台,闽海院自诞生之初便承担起鹭江创新实验室先行先试的重要使命,成为其永续海洋枢纽的核心支撑。开幕式上,厦门大学党委副书记、纪委书记全海教授宣布闽海院学术委员会成立,并明确“厦门大学将全力支持闽海院各项工作,推动‘福建省海洋科学与技术创新实验室’先行先试机构的建设”。论坛分“主旨演讲”与“海洋智库建设研讨”两大环节,苏纪兰院士主持主旨演讲,戴民汉院士等7位重量级嘉宾分享智库建设经验;潘新春教授主持智库建设研讨,与会专家围绕闽海院院长薛雄志教授提出的建设方案,就“如何将科学转化为决策实践方案”展开热议。此次论坛确立了闽海院作为福建“海洋智库”落地实施的中心地位,搭建起国内海洋智库交流协作的初始平台,为后续海洋治理研究与政策建言明确了“立足科学、服务决策”的核心方向。

2021 聚焦双碳 深化战略落地路径
2021年11月17日,第二届永续海洋论坛以“碳中和与海岸带可持续发展”为主题,吸引全国近三十个科研院所、政府部门的专家学者线上线下参会,共同探讨“双碳”目标下的海洋与海岸带解决方案。
开幕式由闽海院院长薛雄志教授主持,中国海洋发展基金会副理事长兼秘书长潘新春、福建省海洋与渔业局二级巡视员江和泉、厦门大学校长助理张建霖教授分别致辞。论坛由福建海洋智库学术委员会副主任吕永龙教授主持,戴民汉院士、林伯强教授等6位专家围绕“碳中和与海洋碳汇”、“低碳转型数字化应用”等主题作精彩演讲。当日下午召开的学术委员会扩大会议上,薛雄志教授汇报闽海院工作成果,苏纪兰院士等专家为智库发展建言献策。论坛首次将“海岸带可持续发展”与“碳中和”深度结合,不仅明晰了海洋在碳达峰、碳中和目标中的重要作用,更通过数字化转型、碳汇交易标准等创新思路,深化了闽海院在国家重大战略中的资政建言功能,推动论坛议题从“智库建设”向“战略落地”跨越。

2022 展望未来 绘就产业发展蓝图
2022年11月12日,第三届永续海洋论坛以“面向2035年的海洋经济与产业发展展望”为主题,采用线上线下结合形式,吸引全国二十多个科研院所、政府部门的逾百名专家学者参会,共同探讨未来海洋经济和海洋产业的发展趋势及方向。中国科学院苏纪兰院士、戴民汉院士,中国工程院张偲院士,及洪华生教授、潘新春教授等海洋学界多位资深专家参会。厦门大学党委副书记徐进功教授肯定闽海院“打造同义品牌论坛”的成效,福建省海洋与渔业局副局长翁新平强调“福建海洋大省建设需智库科学支撑”。论坛从“理念、技术、管理、装备”多维度切入海洋经济产业发展,进一步促进福建海洋智库发挥多学科交叉优势,建立与决策部门的常态化对接机制,推动利益相关方的沟通与合作,以多元化视角为我国的海洋强国建设提供资政建言。

2023 实体赋能 迈出国际化关键步伐
2023年11月10日,第四届永续海洋论坛以“海岸带可持续发展的促进技术与方法”为核心议题,吸引全球22个国家的150余名科研院所、政府部门专家学者参会。中国海洋发展基金会吕滨理事长提及基金会推动海洋与海岸带可持续发展区域及国际合作的多项举措;福建省海洋与渔业局副局长翁新平表示,福建省高度重视海洋经济发展,加快建设海洋强省,将积极推动闽海院开展海岸带可持续发展学术研究,支持厦门大学建设海洋智库。厦门大学党委书记张荣在欢迎辞中指出,闽海院是厦大服务海洋可持续发展、与省市共建的重要平台,厦大将持续为“一带一路”共建国家培养高层次海洋人才,开展海洋高新技术协同创新合作。
本次论坛的里程碑成果是“海岸带可持续发展能力建设实验室”正式揭牌,该实验室由中国海洋发展基金会和厦门大学牵头共建,主要任务是开展海岸带可持续发展能力评价、能力提升、国别研究、经验推广和应用研究,构建共享海洋信息路径,搭建专家会商机制,培养海洋科技创新人才,支撑海上丝绸之路国家海岸带区域可持续发展和海洋综合管理能力建设。实验室的正式成立不仅为论坛注入了实质性成果,更标志着论坛从“学术研讨”迈向“实体平台驱动”的新阶段。

2024 产研融合 激活蓝色经济动能
2024年11月5日,第五届永续海洋论坛以“蓝色经济助力海岸带可持续发展”为主题,打造“海上丝绸之路国际产学研用合作会议海洋科技与工程分会”联动平台,吸引马尔代夫、南非、新西兰等多个国家的130余名代表线下参会,线上会场同步面向全球开放。
论坛设置“蓝色经济促进模式与方法”“蓝色食品与全健康水产养殖”两大专题,同步举行“海洋遥感大数据福建省高校工程研究中心”揭牌仪式。与会专家学者围绕蓝色经济发展的新理念、新模式和新方法展开深入交流,推动学术成果向产业实践转化,实现学术价值与产业赋能的深度融合。
本次永续海洋论坛与“海上丝绸之路国际产学研用合作会议”的强强联手,不仅是对闽海院作为省级多学科交叉科技平台实力的有力印证,更标志着论坛从“理念共识”向“产研深度融合”的跨越。它以蓝色经济为引擎,为海岸带可持续发展注入了实质动能。

2025 机制协同 构建国际合作网络
2025年11月7日,第六届永续海洋论坛以“海洋科技创新助力海岸带可持续发展”为主题,汇聚埃及、东帝汶、法国、马来西亚等十余个国家和地区的240余名各界代表。论坛同步开设四个平行分论坛,推动创新成果向务实合作转化,为全球海洋生态挑战应对注入科技动能。
开幕式上,备受瞩目的“海岸带可持续发展国际合作网络”正式成立,十二个创始成员单位共同签署网络章程。该网络由海岸带可持续发展能力建设实验室发起,旨在汇聚多方资源,促进科技合作、能力建设与政策对话,应对气候变化与生态退化。网络的建立,标志着论坛的国际影响力迈入了全新阶段——即从单次的会议交流,升级为常态化、机制化的多边合作架构。

六载深耕,行稳致远。永续海洋论坛已从单一学术会议成长为“论坛+实验室+国际合作网络”的多元载体,实现了从国内智库建设到全球协同治理的跨越式发展。未来,闽海院与海岸带可持续发展能力建设实验室将继续以永续海洋论坛为核心交流平台,秉持合作共赢理念,深化多学科交叉研究,强化国际产学研用协同,为推动海洋强国建设、构建全球海洋命运共同体贡献厦大智慧与力量。
Since 2020, the Workshop on Sustainable Oceans, co-hosted by Xiamen University (XMU), the China Oceanic Development Foundation (CODF), and the Fujian Provincial Department of Ocean and Fisheries, and with Fujian Institute for Sustainable Oceans (Xiamen University) (hereinafter “FISO”) as a key organizer, has been successfully held in Xiamen for six consecutive years. As a key component of the pilot initiatives of the Fujian Ocean Innovation Center (Fujian-OI), and a core supporting unit of its Sustainable Oceans Hub, FISO has consistently anchored its work in the overarching mission of sustainable ocean development.
Over the past six years, the Workshop has focused on critical issues in global ocean governance, convened diverse representatives from government, academia, industry, and society, and grown into a well-recognized regional platform for interdisciplinary dialogue, academic exchange, and practical cooperation. From laying the foundation for interdisciplinary scientific support to advancing international collaboration mechanisms, from exploring technological innovation to enabling industry-research application, the Workshop has steadily evolved into a unique and influential platform contributing “XMU wisdom” and local experiences to building a community with a shared future for the ocean.
2020 • Launch and Foundation: Building a Core Interdisciplinary S&T Platform
On 21 November 2020, the firs Workshop on Sustainable Oceans was held in Xiamen under the theme “The Role of China’s Ocean Research Institutions in Domestic and International Ocean Governance.” More than 60 experts and professionals from over 20 national research institutes and government bodies attended the event, including Academician Su Jilan, Academician Dai Minhan, Prof. Hong Huasheng, Prof. Pan Xinchun, and Prof. Qiao Fangli.
Established in February 2020 as a provincial-level interdisciplinary science and technology (S&T) platform, FISO was designated from its inception as a core support unit of Fujian-OI’s innovative mechanisms. At the opening ceremony, Prof. Quan Hai, Vice Chairman of XMU Council and Secretary of the Discipline Inspection Commission at XMU, announced the establishment of FISO’s Academic Committee and reaffirmed the university’s commitment to supporting the construction of FISO as a piloting part of Fujian-OI. The Workshop consisted of a keynote session chaired by Academician Su Jilan and a seminar chaired by Prof. Pan Xinchun. The participants exchanged views on FISO’s development plan proposed by Prof. Xue Xiongzhi, Dean of FISO, centering on pathways to transform scientific findings into policy-oriented solutions. The event consolidated FISO’s position as the central interdisciplinary S&T platform supporting ocean governance in Fujian and provided a foundational platform for scientific exchange and collaboration.
2021 • Focusing on Dual-Carbon Targets and Pathways for Coastal Sustainability
On 17 November 2021, the second Workshop on Sustainable Oceans convened under the theme “Carbon Neutrality and Sustainable Coastal Development,” bringing together experts and professionals from nearly 30 research institutes and government departments through both online and on-site participation.
The opening ceremony was chaired by Prof. Xue Xiongzhi, with remarks delivered by Prof. Pan Xinchun, Vice Chairman and Secretary-General of CODF; Jiang Hequan, Division Inspector of the Fujian Provincial Department of Ocean and Fisheries; and Prof. Zhang Jianlin, Assistant to the President of XMU. The Workshop was moderated by Prof. Lv Yonglong, Vice Chair of FISO’s Academic Committee.
Six experts, including Academician Dai Minhan and Prof. Lin Boqiang, delivered keynote presentations on topics such as ocean carbon sinks, digitalization for low-carbon transitions, and pathways toward carbon neutrality. At the Academic Committee meeting in the afternoon, Prof. Xue reported on FISO’s progress, and Academician Su Jilan and other experts provided suggestions on advancing FISO’s interdisciplinary scientific support functions.
The Workshop integrated coastal sustainability with national dual-carbon goals, emphasizing the crucial role of the ocean in carbon peaking and neutrality, expanding interdisciplinary scientific perspectives, and strengthening FISO’s role as an interdisciplinary S&T platform to support national policy making.
2022 • Looking Ahead: Charting Future Blue Economy and Industrial Development
On 12 November 2022, the third Workshop on Sustainable Oceans was held under the theme “Outlook on Marine Economy and Industry Development Toward 2035,” gathering more than one hundred experts and scholars from over 20 research institutions and government bodies.
Academicians Su Jilan, Dai Minhan, and Zhang Si, together with senior experts including Prof. Hong Huasheng and Prof. Pan Xinchun, attended the event. Prof. Xu Jingong, Vice Chairman of XMU Council, recognized the Workshop’s growing influence as a signature platform. Mr. Weng Xinping, Deputy Director-General of the Fujian Provincial Department of Ocean and Fisheries, emphasized the importance of scientific support for making Fujian a leading marine province.
The Workshop examined marine industrial development from multiple dimensions—including concepts, technologies, management, and equipment—further strengthening the role of FISO as an interdisciplinary S&T platform and promoting regular communication mechanisms between scientific institutions and decision-making bodies. It also promoted multi-stakeholder dialogue and provided diverse perspectives contributing to China’s marine development strategies.
2023 • Empowering Practice: A Key Step Toward Internationalization
On 10 November 2023, the fourth Workshop on Sustainable Oceans was held under the theme “Advancing Sustainable Coastal Development: Technologies and Approaches,” attracting more than 150 experts and professionals from 22 countries.
In their remarks, CODF Chairman Lv Bin highlighted CODF’s initiatives on regional and international cooperation for coastal sustainability, and Mr. Weng Xinping reaffirmed Fujian’s commitment to supporting marine research and sustainable ocean development. He also stated that the department will continue to support the development of FISO. Prof. Zhang Rong, Chairman of XMU Council emphasized the university’s role in providing talent development, technological innovation, and global cooperation for sustainable ocean governance.
A milestone achievement of the event was the inauguration of the Sustainable Coastal Development Capacity-Building Research Lab (SCD Lab), jointly established by CODF and XMU. The SCD Lab is tasked with conducting coastal sustainability assessments, capacity building, country-specific studies, knowledge sharing, expert consultation, and talent development. SCD Lab’s establishment marked the Workshop’s transition from facilitating academic exchange to promoting platform-based collaboration.
2024 • Industry–Research Integration: Activating Blue Economy Momentum
On 5 November 2024, the fifth Workshop on Sustainable Oceans was convened under the theme “Blue Economy for Sustainable Coastal Development,” in conjunction with the Sub-Forum on Marine Technology and Engineering, 2024 Maritime Silk Road International Conference on the Cooperation and Integration of Industry, Education and Application. Over 130 representatives from Maldives, New Zealand, and South Africa participated on site, with global online participation.
Two thematic sessions, “Framework and Approaches to Advance Blue Economy” and “Blue Foods and One-Health Aquaculture”, were held, alongside the unveiling of the Fujian Provincial Engineering Research Center for Marine Remote Sensing Big Data.
The Workshop demonstrated FISO’s growing capacity as a provincial interdisciplinary S&T platform, promoting the transformation of research outputs into industrial applications and enabling deeper integration between scientific innovation and practical development.
2025 • Mechanism Building: Establishing an International Collaboration Network
On 7 November 2025, the the Sub-forum on Marine Technology and Engineering & Workshop on Sustainable Oceans, 2025 Maritime Silk Road International Conference on the Cooperation and Integration of Industry, Education and Application was held under the theme “Marine Science and Technology Innovation for Sustainable Coastal Development,” bringing together more than 240 representatives from over a dozen countries and regions. Four parallel sessions were held in the afternoon, facilitating exchanges on innovative achievements and their practical applications to counter global marine ecosystem challenges.
A highlight of the event was the official establishment of the International Collaboration Network for Sustainable Coastal Development (SCD Network) initiated by the SCD Lab. During the event, the Charter of the SCD Network was jointly signed by twelve founding members. The SCD Network aims to pool scientific and educational resources, foster joint research, strengthen capacity building, and promote policy dialogue to address climate change, coastal degradation, and more. Its establishment marks the Workshop’s transition from single-event international exchange to a regularized and mechanism-based international collaboration framework.
With over six years of dedicated effort, the Workshop on Sustainable Oceans has grown from academic event into a multi-dimensional platform combining workshop, institutional innovation, and international cooperation. Looking ahead, FISO and SCD Lab will continue to leverage the Workshop as a core platform for exchange and collaboration, uphold principles of openness and mutual benefit, deepen interdisciplinary research, and strengthen international cooperation among industry, academia, and research. Together, these efforts will contribute to China’s marine development and the building of a maritime community with a shared future.
