2026年3月24日至31日,福建海洋可持续发展研究院(厦门大学)(以下简称“闽海院”)院长薛雄志教授率团赴菲律宾开展学术访问与交流活动。此次访问以参与东亚海环境管理伙伴关系组织(PEMSEA)学习中心网络(PNLC)区域活动为核心,并深入八打雁省考察海岸带综合管理(ICM)实践经验,与相关机构探讨未来合作方向。
参与PEMSEA学习中心网络区域活动
闽海院团队先后参加了PNLC区域研讨会及全体大会。来自东帝汶、菲律宾、柬埔寨、老挝、泰国、印尼、越南、中国等国的PNLC成员机构代表齐聚一堂,围绕蓝色碳汇、海岸带综合管理等议题展开深入交流。在PNLC区域研讨会上,闽海院作口头汇报,分享在海洋可持续发展领域的研究进展与成果;之后在菲律宾大学海洋科学研究所(UP-MSI)举行的第五届PNLC大会上,薛雄志教授作为PNLC成员单位代表,就2026年展望与计划作介绍性发言,并对闽海院在海岸带可持续发展能力建设领域的工作设想表达了与各成员机构深化合作的意愿。大会特别会议环节围绕“海洋生物多样性保护与管理”主题展开,多位专家学者就相关议题作专题报告。

拓展学术合作伙伴关系
访问期间,闽海院团队积极拓展与菲律宾相关机构的合作联系。3月26日,薛雄志教授一行与PEMSEA执行主任Aimee Gonzales女士座谈,就未来合作方向进行深入交流,双方围绕海岸带综合管理能力建设、区域合作项目对接等议题交换意见,就进一步深化闽海院与PEMSEA的战略合作达成进一步共识。3月28日上午,薛雄志教授一行与菲律宾国家科学与技术研究院院士、菲律宾大学海洋科学研究所Gil Jacinto教授座谈,双方就《“海丝”沿线国家海岸带可持续发展能力指数报告》、合作网络建设、学术交流机制等进行了深入的交流与探讨。双方一致认为,加强“海岸带可持续发展国际合作网络”(2025年建立的SCD Network)成员机构之间的互动与合作对于推动区域海洋可持续发展具有重要意义。

考察八打雁省ICM实践经验
厦门(中国)和八打雁省(菲律宾)是首批受PEMSEA支持、开展和实施海岸带综合管理(ICM)项目的示范区。早在1994年,两地便一同引入了ICM实践。作为ICM示范基地的八打雁省也是闽海院此次访问的重点考察区域。 应八打雁省环境与自然资源办公室(PGENRO)邀请,闽海院团队在该机构安排下开展ICM学术考察与知识交流。考察团队听取了PGENRO负责人Marivic P. Esmas博士所做的八打雁ICM实践成果与经验介绍,并与PGENRO团队成员进行了研讨。值得一提的是,Esmas博士曾于2019年参加我方与PEMSEA在厦门共同组织的“首届海岸带可持续发展考察培训”,时隔七年再次会面,延续了八打雁省与闽海院之间的长期经验共享联系。
研讨环节中,闽海院团队深入了解八打雁省ICM的实施历程、多部门协调机制及其成效,并分享了厦门在海岸带综合管理领域的实践经验,双方围绕两地ICM实施路径进行深入交流与互鉴。随后,八打雁省行政长官Atty. Joel L. Montealto及办公室主任Mr. Pedrito Martin M. Dijan, Jr.等人亲切接待了闽海院团队,并就未来在海岸带管理领域的合作交换了意见。团队还参观了PGENRO环境实验室,实地考察了八打雁省政府在环境监测设施运营方面的先进经验。
在PGENRO工作人员的陪同下,闽海院团队还前往马比尼市(Mabini)开展海岸带实地考察,观摩海岸带综合管理举措的实际落地情况;参访八打雁港区,实地观察港口工业与海岸带管理协同发展的实践;参观八打雁国立大学,了解该大学的主要学科(尤其是环境科学与涉海学科)发展现状。
八打雁省政府表示,此次访问为双方分享八打雁省和厦门在ICM实施方面的经验与知识提供了宝贵契机,有力推动了海岸带与海洋资源的可持续管理。

此次访问是闽海院深化与PEMSEA、PNLC、PNLG及菲律宾地方政府合作关系的重要举措,进一步巩固了区域伙伴关系,为未来在蓝色碳汇、海岸带综合管理、能力建设等领域的合作奠定了坚实基础。闽海院将继续秉持开放合作的理念,积极融入全球海洋治理体系,为海丝沿线国家的海岸带可持续发展贡献中国智慧与厦门经验。
From March 24 to 31, a delegation led by Prof. Xue Xiongzhi, Dean of FISO, visited the Philippines for academic exchange and collaboration. The visit centered on participation in the regional workshop of the PEMSEA Network of Learning Centers (PNLC). The delegation also traveled to Batangas Province to exchange local practices in Integrated Coastal Management (ICM), and explored future cooperation opportunities with relevant institutions.

The delegation attended both the PNLC Regional Workshop and the PNLC General Assembly (GA). Representatives from Cambodia, China, Indonesia, Laos, the Philippines, Thailand, Timor-Leste and Vietnam gathered to engage in topics such as blue carbon and ICM. During the regional workshop, Ms. Ye Liangying from FISO made an oral presentation, sharing FISO’s research progress and achievements in the field of sustainable coastal development. At the fifth PNLC GA held at the Institute of Marine Science, University of the Philippines (UP-MSI), Prof. Xue Xiongzhi, on behalf of the PNLC member institutions, delivered an introductory speech on the prospects and plans for 2026. He also expressed FISO’s willingness to deepen collaboration with other PNLC members, particularly in the field of capacity building for sustainable coastal development. Subsequently, a special session of the GA was held, focusing on the theme of biodiversity conservation and management, during which several experts and scholars delivered thematic reports.
Forging New Academic Partnerships
During the visit, the FISO delegation worked to strengthen connections with partner institutions in the Philippines. On March 26, Prof. Xiongzhi Xue and his delegation met with Ms. Aimee Gonzales, Executive Director of PEMSEA, for an in-depth discussion on future collaboration. The two sides exchanged views on integrated coastal management capacity building and regional project alignment, and further agreed to deepen the strategic partnership between FISO and PEMSEA. In the morning of March 28, Prof. Xue and his team met with Prof. Gil Jacinto, an academician of the National Academy of Science and Technology of the Philippines and a professor at the University of the Philippines' Marine Science Institute. Their conversation focused on the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road, building cooperative networks, and establishing mechanisms for academic exchange. Both sides recognized that strengthening interaction and collaboration among members of the SCD Network (the International Collaboration Network for Sustainable Coastal Development, initiated in 2025) is essential for advancing regional marine sustainability.
Exchange on ICM Practices with Batangas Province
Xiamen and Batangas Province were among the first PEMSEA-supported demonstration sites to adopt ICM, with the approach first introduced to both areas back in 1994. At the invitation of Provincial Government of Batangas - Environment and Natural Resources Office (PGENRO), the FISO team conducted an ICM academic visit and knowledge exchange in Batangas Province — a key destination of this trip. Dr. Marivic P. Esmas, head of PGENRO, presented Batangas' ICM achievements and lessons learned, followed by a discussion with her team. Notably, Dr. Esmas had previously participated in the Sustainable Coastal Development Study Tour co-organized by FISO and PEMSEA in Xiamen in 2019. Their meeting after seven years reaffirmed the long-standing knowledge-sharing relationship between Batangas and FISO.
During the discussion session, the FISO team gained insight into Batangas' ICM implementation journey, its cross-sector coordination mechanisms, and the accomplishments achieved. They also shared Xiamen's ICM practices. The two sides had an in-depth exchange on the ICM pathways respectively. Later, the team was warmly received by Provincial Administrator Atty. Joel L. Montealto and his chief of staff, Mr. Pedrito Martin M. Dijan, Jr., with whom they exchanged views on future cooperation in coastal management. The team also visited PGENRO's environmental laboratory, where they observed the provincial government's advanced practices in environmental monitoring facility operation.
Accompanied by PGENRO staff, the FISO team visited the coastal areas in Mabini to see how ICM measures were implemented, and Batangas Port to observe the coordinated development of port industry and coastal management. The team also visited Batangas State University to learn about its key academic programs, particularly in environmental sciences and marine-related fields.
The Batangas provincial government noted that the visit provided a valuable opportunity for both sides to share experiences and knowledge on ICM implementation, aiming to give a strong boost to the sustainable development of coastal and marine resources.
Outcomes and Future Prospects
This visit marked an important step for FISO in deepening its partnerships with PEMSEA, PNLC, PNLG, and local governments in the Philippines. It further strengthened regional cooperation and laid a solid foundation for future collaboration in areas such as blue carbon, integrated coastal management, and capacity building.
Moving forward, FISO will continue to uphold the principle of openness and collaboration, actively engage in global ocean governance, and contribute Chinese wisdom and Xiamen's experience to the sustainable coastal development of countries along the Maritime Silk Road.
