2026年4月中旬,闽海院院长薛雄志教授率团队出访马来西亚与新加坡,先后拜访厦门大学马来西亚分校(下称“厦大马校”)及新加坡华源会,围绕海洋管理人才培养、区域科研协作网络建设及产学研融合等议题展开深度对话,进一步推动海岸带可持续发展国际合作网络(闽海院于2025年9月发起并建设的合作网络,下称“SCD网络”)的机制化运作与区域影响力提升。

深化校际纽带:共筑海洋管理与科研协作平台
在厦大马校,闽海院团队应邀参加东亚海环境管理伙伴关系组织(PEMSEA)理事会荣誉主席蔡程瑛博士回忆录《从乡野少年到联合国官员:挑战与机遇》的捐赠仪式。活动中,薛雄志教授向马校师生分享了厦门海岸带综合管理(ICM)的实践经验,并介绍了蔡博士为此所做出的重要贡献。仪式结束后,校长王瑞芳教授亲切接见薛雄志院长、蔡程瑛博士一行并举行座谈。三方聚焦厦大马校发展定位与海洋管理领域的协同创新,就课程共建、师生互访及联合研究等合作方向深入交换意见。

随后,闽海院团队与厦大马校中国-东盟海洋学院副院长罗亚威教授、助理院长叶瑞强教授等开展专题座谈,围绕学术交流机制优化、科研资源共享及国际合作项目拓展等议题进行探讨。会后,团队参观了中国-东盟海洋学院与三达膜环境技术股份有限公司合作建立的实验室,并赴马六甲海峡实地考察其发展与管理现状。
此外,闽海院团队还参与了厦大马校与沙巴进步繁荣秘书处(Sabah Maju Jaya Secretariat)的专题座谈。会上,团队重点介绍了与马来西亚、印尼相关部门分别合作开展的海洋空间规划联合研究项目,为沙巴州探索蓝色经济发展路径提供了实践参考。

激活网络动能:共商SCD网络发展蓝图
出访期间,薛雄志院长一行还与马来西亚理科大学荣誉教授Aileen Tan Shau Hwai举行工作会谈。Aileen Tan教授是马来西亚顶尖海洋科学家,现任SCD网络秘书长。

此次会谈聚焦SCD网络的机制化建设与可持续运营。双方就秘书处职能优化、年度工作计划及中长期战略规划等议题深入磋商。薛雄志院长表示,期待进一步激活平台的资源聚合效应,将SCD网络打造成为连接中国与“一带一路”国家海洋学术共同体的重要枢纽。
Aileen Tan教授就网络从项目驱动向常态化运作的转型路径进行了深入剖析,为SCD网络的可持续发展提供了思路。
拓展合作维度:共探多元协作路径
在新加坡,闽海院团队与新加坡华源会会长王泉成及核心团队举行交流座谈。作为新加坡重要的华人商业社团,华源会在链接中新经贸合作、推动企业社会责任及促进科技人文交流方面具有广泛资源网络。双方就相关领域的发展趋势、交流合作空间及未来协作方向进行了充分沟通。

此次出访是闽海院强化区域科研协作网络的重要行动。通过与马来西亚高校、研究机构的深度对接,以及与新加坡华人商会的创新联动,闽海院进一步夯实了在区域海洋治理领域的影响力,为下一阶段发展储备了关键资源与合作势能。
In mid-April 2026, a delegation led by Prof. Xue Xiongzhi, Dean of Fujian Institute for Sustainable Oceans (Xiamen University) (referred to as “FISO”), visited Malaysia and Singapore. During the visits, the delegation met with representatives from Xiamen University Malaysia (XMUM) and Singapore Huayuan Association to discuss talent cultivation in marine related fields, regional research collaboration, and industry-academia integration. The visit also aimed to further enhance the institutional development and regional influence of the International Collaboration Network for Sustainable Coastal Development (SCD Network) - an international collaboration platform initiated by FISO in September 2025.
Strengthening Inter-University Ties: Building Platforms for Marine Governance and Scientific Collaboration
At Xiamen University Malaysia, the FISO delegation attended the book donation ceremony for the memoir From Rural Beginnings to a United Nations Official: Challenges and Opportunities authored by Dr. Chua Thia-Eng, Chair Emeritus of the Council of the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA).
During the event, Prof. Xue Xiongzhi shared Xiamen’s Integrated Coastal Management (ICM) initiatives and highlighted Dr. Chua’s key role in the process. Following the ceremony, XMUM President Prof. Wang Ruifang warmly received Prof. Xue, Dr. Chua, and their delegations for a discussion session on the strategic positioning of the university and collaborative innovation in marine governance, with particular focus on joint curriculum development, faculty and student exchanges, and collaborative research programs.
FISO delegation subsequently held a meeting with representatives from the China-ASEAN College of Marine Sciences, including Associate Dean Prof. Luo Yawei, Assistant Dean Prof. Ye Ruiqiang, among others. Discussions centered on optimizing academic exchange mechanisms, sharing research resources, and expanding international collaborative projects. The delegation also visited a joint laboratory established by the China-ASEAN College of Marine Sciences and Suntar Environmental Technology Co., Ltd., and conducted a field visit to the Strait of Malacca for local coastal development and management practices.
In addition, the delegation participated in a themed discussion session jointly organized by XMUM and the Sabah Maju Jaya Secretariat. During the meeting, the FISO team introduced its ongoing joint marine spatial planning research projects conducted in collaboration with relevant departments in Malaysia and Indonesia, providing practical references for Sabah State’s blue economy development roadmap.
Energizing the SCD Network: Advancing Institutional Development
During the visit, Prof. Xue Xiongzhi and his delegation also held a working meeting with Aileen Tan Shau Hwai, Honorary Professor from Universiti Sains Malaysia. Prof. Aileen Tan, a leading marine scientist, currently serves as the Secretary-General of the SCD Network Steering Committee.
The meeting focused on the institutional development and long-term sustainability of the SCD Network, particularly on optimizing the functions of the Secretariat, formulating annual work plans, and developing medium- and long-term strategic frameworks. Prof. Xue emphasized the importance of further integrating the network’s resources and elevating the SCD Network as a key platform connecting marine academic communities across China and Belt and Road partner countries. Prof. Aileen Tan also provided her insights on how the network could be operated under a more sustainable framework.
Expanding Partnership Dimensions: Exploring Diverse Collaboration Opportunities
In Singapore, the FISO delegation met with Mr. Wang Quancheng, President of the Singapore Huayuan Association, and members of its core team.
As one of Singapore’s influential overseas Chinese business associations, the organization maintains an extensive network in promoting China–Singapore economic cooperation, corporate social responsibility, and exchanges in science, technology, and culture. The two sides held extensive discussions on emerging development trends and opportunities for exchange and collaboration.
This visit represented another important step in FISO’s efforts to strengthen regional scientific collaboration networks. Through deeper engagement with Malaysian universities and research institutions, as well as innovative partnerships with Singaporean overseas Chinese business association, FISO further consolidated its influence in regional marine governance and secured important resources and momentum for future development.
