2023年9月8日至13日,福建海洋可持续发展研究院(闽海院)院长薛雄志教授率团队赴印度尼西亚开展项目合作和交流活动,并参加第四届海洋综合管理与海洋生物科技(ICMMBT)国际论坛。
今年5月,印尼代表团到访闽海院,探讨了与闽海院在印尼新首都努桑塔拉(巴厘巴板湾)联合开展海洋空间规划项目的意向。9月9日至10日,闽海院团队与印尼代表团就推进此项合作开展座谈。座谈中,双方就联合编制印尼新首都海岸带和海洋空间规划达成共识,印尼海洋事务与渔业部海洋空间规划主任Suharyanto先生对将合作开展海洋空间规划的巴厘巴板湾进行了详细介绍,包括当地的海洋资源如红树林、珊瑚礁,和当前的海域使用现状等。双方深入探讨该区域目前存在的问题与实施海洋空间规划的目标,并计划将于今年12月在厦举办印尼海洋空间规划项目能力建设活动,以便尽快启动该合作项目。印尼方预计将选拔25名由项目相关的核心政府官员、专家学者组成的团队参与能力建设活动。Suharyanto先生最后称,希望在未来合作中能够借鉴到厦门海洋空间规划经验的“灵魂”,并期许此合作项目对印尼的海洋可持续发展带来深远的影响!印尼海洋事务与渔业部部长特别助理Dyah女士、印尼茂物农业大学海洋与海岸带资源研究中心主任Yonvitner教授、印尼茂物农业大学海洋与海岸带资源研究中心Luky Adrianto教授、印尼阿拉弗拉海和帝汶海生态系统项目主任Handoko Adi Susanto教授等出席座谈。

9月11日,闽海院院长薛雄志教授、副院长李杨帆教授、院长助理张增凯教授等团队成员与印尼代表团就“海丝”沿线国家海岸带可持续发展能力指数评价项目进行深入学术交流。印尼代表团高度肯定了项目意义,双方就指标体系的合理性、有效性、可操作性等展开了热烈讨论。印尼代表团提出,希望以闽海院设计的指标体系为依托,建立围绕海岸带可持续发展能力评估的国际合作体系,让更多的国家重视并参与海岸带可持续发展能力建设,并表达了共同参与该项目研究的意愿。

访问期间,闽海院团队还与印尼茂物农业大学常务副校长Arif Satria教授、印尼卡渣玛达大学建筑与规划学院Atrida Hadianti博士等进行了交流,并与东亚海环境管理伙伴关系组织(PEMSEA)执行主任Aimee Gonzales女士就海洋可持续发展领域的后续合作进行了深入探讨。

除项目合作和交流活动外,闽海院团队还受邀参加了第四届海洋综合管理与海洋生物科技(ICMMBT)国际论坛开幕式及相关分论坛。ICMMBT由印尼茂物农业大学海岸带与海洋资源研究中心(CCMRS, IPB)、GEF/UNDP/PEMSEA阿弗拉海和帝汶海海洋生态系统行动计划二期(ATSEA-2)和群岛及岛屿国家论坛(AIS Forum)联合主办,旨在分享海洋综合管理经验与海洋生物科技创新应用,今年的论坛主题为“面向蓝色经济的实践方案与创新”。博士生林家驹和王新维在气候变化分论坛上分别作了演讲。

From Sept. 8 to 13, a team led by Dean of FISO Prof. Xue Xiongzhi visited Indonesia for joint research project and academic exchange, and was invited to the 4th International Conference on Integrated Coastal Management and Marine Biotechnology (ICMMBT).
Earlier in May, an Indonesian delegation visited FISO to discuss intentions for a joint marine spatial planning (MSP) project in the new Indonesian capital, Nusantara (Balikpapan Bay). To advance this collaboration, from September 9th to 10th, the FISO team held discussions with the Indonesian delegation. During the meeting, both parties reached an agreement on jointly formulating MSP for the new Indonesian capital. Mr. Suharyanto, Director of Marine Spatial Planning at the Ministry of Marine Affairs and Fisheries, Indonesia, provided detailed information on the Balikpapan Bay area, including its marine resources like mangroves and coral reefs, as well as the current status of sea utilization. The two sides then delved into the existing issues in the region and discussed the objectives of MSP implementation. The parties also laid out a plan to hold a capacity building event for the Indonesian MSP project in Xiamen in December of this year, aiming to promptly kick-start the collaborative initiative. The Indonesian side anticipates assembling a team of 25 core government officials and scholars relevant to the project to participate in the capacity building event. Mr. Suharyanto concluded by expressing his hope that the collaboration could draw inspiration from the 'soul' of Xiamen's MSP practices. He looks forward to the profound impact this collaborative project will have on Indonesia's sustainable marine development. Ms. Dyah Erowati, Minister Special Assistant of Ministry of Marine Affairs and Fisheries, Indonesia, Prof. Yonvitner, Director of the Center for Coastal and Marine Resources Studies (CCMRS) IPB University, Prof. Luky Adrianto, Center for Coastal and Marine Resources Studies (CCMRS) IPB University, and Prof. Handoko Adi Susanto, Director of the Arafura & Timor Seas Ecosystem Action (ATSEA) Programme, were also present at the meeting.
On September 11th, Prof. Xue Xiongzhi along with Prof. Li Yangfan (Vice Dean of FISO) and Prof. Zhang Zengkai (Assistant to the Dean of FISO), as well as other team members, engaged in an academic exchange with the Indonesian delegation on the Capacity Index of Sustainable Coastal Development for Countries Along the Maritime Silk Road. The Indonesian delegation was deeply impressed by the project and believed that it will play an important role in sustainable coastal development. Both parties had a spirited discussion on the validity, effectiveness, and operability of the index system. The Indonesian delegation proposed to use the index system designed by FISO as a foundation to establish an international cooperation framework centered around the capacity assessment on sustainable coastal development. This aims to garner greater attention and participation from more countries in the capacity building for sustainable coastal development. The Indonesian delegation was also interested in joining the research of this project.
During the visit, the FISO team also met with Professor Arif Satria, Rector of IPB University, as well as Dr. Atrida Hadianti from the School of Architecture and Planning at the Universitas Gadjah Mada. The team also had discussions with Ms. Aimee Gonzales, the Executive Director of the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), regarding future cooperation in the field of sustainable ocean development.
In addition to project collaboration and exchange activities, the FISO team was also invited to attend the opening ceremony and sub-forums of the 4th International Conference on ICMMBT, which was jointly organized by the Center for Coastal and Marine Resources Studies (CCMRS) IPB University, GEF/UNDP/PEMSEA Arafura & Timor Seas Ecosystem Action (ATSEA) Programme Phase II (ATSEA-2), and the Archipelagic and Island States Forum (AIS Forum). The conference aimed to share experiences in integrated ocean management and innovative applications of marine biotechnology. The theme of this year was "Good Practices and Innovations towards Blue Economy". Ph.D. candidates Lin Jiaju and Wang Xinwei made oral presentations respectively at a sub-forum on climate change.
The visit and exchange activities have solidified the foundation for joint projects on marine spatial planning between FISO, Indonesia's marine management authorities and related research institutions. It has provided a platform for all parties to collaborate, share experiences, and engage in practical cooperation. Through the collective efforts of all stakeholders, we will continue to share China's experience in coastal zone management to the countries along the Maritime Silk Road.
