海岸带是陆地、海洋、大气间相互作用最活跃的地带,也是全球人类经济活动最频繁的区域,是全球经济持续发展最富有生命力的地带。近年来,随着社会经济开发的需求不断扩大,海岸带保护与开发的矛盾愈演愈烈,海岸带过度开发、无序开发、分散开发现象较为普遍,导致近海渔业资源衰减、湿地生境丧失或改变、生物多样性锐减、近海海域水质下降等一系列生态环境问题。甚至有部分区域已经面临生态崩溃的边缘,在这种情形下,迫切需要利用现代高新技术完成监测、评价、预测及修复还原海岸带生态环境,使海岸带朝着可持续发展的方向变化。


《“海丝”沿线国家海岸带可持续发展能力指数评价报告》在提升以人海耦合复合生态系统理论认知和研究海岸带生态系统能力的基础上,以“海丝”沿线国家海岸带为评价对象,建立了一套海岸带可持续发展评估指标体系与评估模型,具体应用于评价“海丝”沿线国家海岸带可持续发展状况,明确“海丝”沿线国家海岸带可持续发展能力定位,突出海岸带可持续发展问题,以促进“海丝”沿线国家间海岸带可持续发展和管理政策协调,开展全方位、多层次的多边合作,进一步推动蓝色伙伴关系的构建,助力全球海洋命运共同体的建设。

Introduction of the Project


Coastal area is where the land, ocean and atmosphere interact most actively. It is also closely tied with human economic activities and is therefore the liveliest zone for sustainable economic development. However, with the ever-expanding social and economic demands, the conflict between coastal protection and utilization escalates. Over-exploitation and chaotic utilization of coastal areas become pervasive and have resulted in series of ecological problems including declining of offshore fisheries, loss or change of wetland habitats, sharp decline in biodiversity, degradation of offshore water quality, etc. Some coastal areas are even at risk of ecological collapse. Hence we are in urgent need of advanced technologies to monitor, evaluate, predict and restore the ecological environment in coastal areas for their sustainable development.


Based on improved understanding of coupled human-ocean ecosystems and enhanced capacity in coastal ecosystem research, this report, targeting countries along the Maritime Silk Road (MSR), has established a coastal development sustainability index system and an assessment model to evaluate the state of sustainable coastal development and identify advantages and social, economic, and environmental challenges in these countries. The results of this project will help to expand areas of cooperation and communication between China and these countries, as well as to inform decision making and management in updating their domestic sustainable development policies. The assessments are also expected to contribute to blue partnerships and the building of a maritime community with shared future.
